Not really. People usually City fans, always point to the UEFA charges that did not stick and were dismissed by the CAS. This was done because they had a time limit on charges and most of the charges filed were beyond that limit. That’s what the CAS ruled. However, the EPL does not have that rule and charges can be filed for offences years ago. That’s why City are panicking now, they know they are in real trouble.

I am willing to compromise. Rather than a straight relegation to the national league north, I propose a lighter punishment. A 115 point deduction each season, for 10 seasons. 10 x 115 = 1150 so I think it is fair
Firstly remember that Everton had one serious change while City has few major ones and countless minor ones. I think the idea is that FA have a buckshot strategy - shoot at everything and hope that something will land. And some transgressions are minor enough that FA probably would not even care prosecuted other clubs for it. I am Manchester City fan so I do not want compare my club to mafia, but I think that FA has the same approach to prosecuting City like some jurisdiction have to prosecuting mafia: there are unable to prove anything major because how mafia boss is layered up and how the law as so many flaws and loophole, so they try to get them on minor things like... e.g. tax evasion. So it seems to me that FA idea is: probably everything major transgressions they did were legal due to how and laws are flawed, but there must be something we can latch on and punish them. Also just from sport perspective, 70 point penalty for few seasons would be far more interesting, because they would have to fight for life to stay in Premier League and if they would fall down staying even in Championship would not be guaranteed.

You keep mentioning The Championship. That's best case scenario if they get relegated, probably what Chelsea will get given that they are co-operating with the investigation & not obstructing it at every turn. I think city if relegated could make some loan deals for haaland and foden to balance their wages cost for championship year and have them when promoted again.
Let's be honest 90% of the city squad are their for money and trophies, with juve a lot of that squad actually supported the club, I doubt pep would even stay in the championship and everyone who could would move out
You keep mentioning The Championship. That's best case scenario if they get relegated, probably what Chelsea will get given that they are co-operating with the investigation & not obstructing it at every turn. Given the amount of charges they'll get Rangersed & end up in League 2 assuming they don't get suspended from the league for a year or 2 in which case they'll come back at the bottom. Of course they have to be found guilty first.

Points deduction will be the least of their problems if they are found guilty. Even if they are found guilty for half of the charges, they'll be looking at 4th tier at best and potentially be stripped of the league trophies they won between 2009-2018.
One charge = 10 points, right? So if City ends up with 100 charges should they take a 1000 point deduction this year and drop down like 10 levels or should they just take 100 points over the next 10 years and try their chances in the Championship?

Nothing will happen to City, or Chelsea. Rules don't apply to the "Big 6". UEFA and Sky need these clubs because of the money they generate. If Villa or Hammers for example had 115 charges against them, they'd already be severely punished.
