That said, regulations on speed and power for what can be operated without a license and insurance is OK by me. CA has not drastically changed anything - people are just having a hernia over a whole lot of nothing IMO...They have clarified a lot of what was already part of the law or other structures that governed e-bikes to remove ambiguity in what makes an e-bike an e-bike and what makes it something else that needs DL, Insurance, etc... The real issue is that manufacturers were outright skirting the requirements or bending them to the breaking point and still calling their products "e-bikes" even though they didn't meet the requirements for one...the new amended definitions make it clear that doing such bending and massaging makes the end product non-compliant for use as an "E-bike" and makes them a product that clearly needs DL, Insurance, etc to use... I am fine with these rules...I own e-bikes and I love them but I don't own "e-motorcycles" or "e-mopeds" that are a masquerading as an "e-bike"...those products and the abuse of those products is the reason we now have to regulate stricter...so we as a collective of users are to blame to a great extent for the heavier hand of the govt in this space...🤷🏾♂️

The laws regulating ebikes need to be less restrictive not more, as long as an ebike has a functional pedal assist system even if it has an optional throttle, they should be allowed to go as fast as the posted speed limit, and not restricted based on wattage. My 3000 watt ebike that I can pedal or throttle to 35 mph should be completely legal, and still considered a bicycle not having to be registered or require a liscense. it's the throttle only electric motorcycles that need to be regulated

I some what agree with this because there are soooo many idiots that get put on ebike that go 28 mph and all sudden they think they're above the law by running stop signs and red lights. I see it a lot happening in Glendale and La Crescenta. Peoples first time ever riding a bike just has to be a ebike that goes that speed. But I feel like this is also unfair to the people that have had experience going this speed constantly like motorcyclists. But these laws are just most likely going to very strict in the long beach bay areas and in places where are way more populated. But in Glendale, La Crescenta, and Burbank the cops will not give a damn they don't even care about surron/talaria/emoto riders. I take my talaria sometimes on the streets over there and not even the emoto cops care if you're going 45 mph with no plate or tail-light. Also I don't think cops are going to sit there and study about some new ebike laws and know the specifications about bike and so what, most likely its going to happen in the bay areas and populated areas like long beach. But it’s also unfair to penalize responsible riders, especially those with experience, just because of a few bad apples. Enforcement seems inconsistent depending on the area.
These are all really good changes and will make things safer for everyone. Once in place, the rules will need to be homogenised further to bring them inline with international standards.

I'm 62, I don't care for speed. 20-28 mph is fine. I need higher watts for distance and longer rides. I like mountain biking which uses a lot of power. 2 hours of MTB is going to drain the battery really fast. The laws should be different for adults. You can have a muscle car and still follow the speed limit.
I just got a drift slide. This bike will fall into a class two e bike with a speed limit setting set to 20 mph. The settings for the Drift slide allow you to switch from a class 1,2 or 3 e bike and you can remain compliant without having to worry. It’s 750 watts, and is still an e bike in the eyes of the law.

Regulate the speed on bike lanes just as cars have set speeds regardless of the power of the car . maybe require pedal assist bikes only on bike lanes and a top speed limit . aside from that the definitions of e bikes is too complicated In Germany there are only two categories . 1- A pedelec is limited to 250 w with a top speed of 25 kph and no throttle . 2- a Speed pedelec cannot exceed 250 w but can travel at around 45 Kph and no throttle . you must also have a license , registration and insurance . not sure about scooters oh and NO de stricting of the motor . if caught a huge fine will occur .

Germany’s two-category system sounds straightforward, pedelecs for lower speeds and speed pedelecs with licenses, registration, and insurance. Clear rules like that could help.
E-bikes have destroyed the Rails to Trails area by me. The people who take care of the trails have buckled under and allowed them even thou there were restrictions to block any motorized bikes for over 20 years. I've rode these trails on a conventional bike for the same period of time, that said, my bike is going to be sold this Spring, simply too unsafe. I'm going back to a motorcycle, safer.

I feel it's the differential in speed, cars come up on you and purposely try to see how close they can get to you and on the trails, I'm running along at say 13-mph and the e-bikes run past at 25-30 mph and are just as close. Throw in the older people riding and walking, sometimes with pets and you have a potential disaster.
The main problem with this is they changed the wording to be 750w max for ebikes. Depending on how it gets interpretated, then technically any ebike with a 500w motor would not be classified as an ebike. Most 500w motors can peak up to 840w. The watage and throttle should have nothing to do with it. There should just be speed limit just as with cars. You speed and get caught, you get a ticket simple as that. But that is not why we are getting all these new restrictions. I believe the true reason for these new laws (and more will come) is lobbyists for the big car companies. This newer generation has grown/growing up with social media/instant gratification status and electric vehicles & Uber/Lyft. Owning a gas powered car is not as important to them. This hurts in the sales of said vehicles. Oil & car companies will do alot of things to get people back into the market. PEVs are a threat to the car industry's pocketbook and they don’t take it lightly. Just my 2 cents on the subject

You’re saying the new laws could actually make things less safe. Having higher speed capabilities can help riders get out of traffic when needed. Limiting e-bike speeds isn’t the solution, regulating where they ride would be better. Also, a bike with pedals and a battery is still an e-bike, but without pedals, it’s more like a motorcycle. The focus should be on safe usage, not restricting the bikes themselves.
There is a big difference between a roadie that can hit 50kph and an e-bike rider. For the most part roadies that can ride that fast have years of experience and can only hit those speeds briefly. An e-bike can be ridden by anyone with NO experience of riding and they can sustain that speed endlessly. I see so many old guys (60+) on unrestricted e-bikes zooming past families and kids on shared paths. It is negligent to ride so fast near people walking. It depends where you live but in Aus most fast roadies stick to the road or designated bike only paths. Our e-bike are meant to be 25kph limited, so anyone doing 50 is asking for Police attention.

It’s tough to see trail etiquette change, but a motorcycle might be safer for you in a situation like that.

I'll just say the laws is making more unsafe I'll elaborate one having the limit of speed limits the ability to get out of traffic way if needed is the biggest of the law I say the law should reed to have higher ability for fast speed to make safer to limit the speed on the roads ok I can go with that not the speed of the ebike
And if a bicycle with paddles is battery only it's an electric bike with out paddles it's be more of a motorcycle to limit the ability of any road transportation devices with wheel is unsafe in its self the law makers should not this just be cause your transportation vehicle can go fast don't mean to do so so to me the law should of bean the path or road of travel not the bicycle or other
You’re saying the new laws could actually make things less safe. Having higher speed capabilities can help riders get out of traffic when needed. Limiting e-bike speeds isn’t the solution, regulating where they ride would be better. Also, a bike with pedals and a battery is still an e-bike, but without pedals, it’s more like a motorcycle. The focus should be on safe usage, not restricting the bikes themselves.

There is a big difference between a roadie that can hit 50kph and an e-bike rider. For the most part roadies that can ride that fast have years of experience and can only hit those speeds briefly. An e-bike can be ridden by anyone with NO experience of riding and they can sustain that speed endlessly. I see so many old guys (60+) on unrestricted e-bikes zooming past families and kids on shared paths. It is negligent to ride so fast near people walking. It depends where you live but in Aus most fast roadies stick to the road or designated bike only paths. Our e-bike are meant to be 25kph limited, so anyone doing 50 is asking for Police attention.
