Eventually a formula's made and the tech either progresses even further to restart the cycle (which it didn't) or you stay making the same shit over and over but this time the devs aren't excited making a 80% similar product to their last. Shit then becomes formulaic, it's easier for regular people who aren't interested in the industry to slowly warm up over a decade + of seeing the same thing and push for more basic / cookie cutter and safe versions of the same shit which companies love pandering too because the more general = more money. Main reason pandering and playing politics (which has taken over EVERY art form now since mid 2010s) matters more to a games success than actually making a good product. The industries dead, might get 1 - 2 dozen good and innovative games every decade but there will never be another another golden age unless VR picks up and allows easier entry + game innovation. This just goes to show how out of tune Activision is with its community, this shows that the fans would love an ultimate Call of Duty type of game. Honestly, we've recently started playing Call of Duty Mobile and it was fun but also addicting. The fact that it was a Call of Duty with maps and weapons from across all Call of Duty's, I honestly think its the way they should go especially since they're so negligent towards Multiplayer now in favour of Warzone.
