On 02/20/21 at approximately 2042 hours I, Trooper Zachary Walker (201), was traveling northbound on Harry S Truman Parkway near Delesseps Avenue. While traveling in the left lane, I observed a white Audi sedan traveling in front of me in the left lane. I then observed the Audi change lanes to the right lane and accelerate quickly. I checked the Audi on the front antenna of my RADAR unit at 83 mph in a 55 mph zone. I positioned my patrol car behind the Audi and initiated a traffic stop. The Audi initially pulled to the east shoulder and stopped. As I exited my patrol car and began to make a passenger side approach, the Audi fled the stop onto the exit ramp to Delesseps Avenue. I entered my patrol car and advised the radio room the Audi fled the scene. I activated my siren and pursued after the Audi. The Audi then ran a red traffic signal and turned east onto Delesseps Avenue. The Audi immediately began driving east in the westbound lanes on Delesseps Avenue. After nearly striking an SUV head-on, the Audi corrected back into the eastbound lanes. The vehicle then turned north onto Cuba Street and quickly turned east onto E 56th Street where the Audi ran multiple stop signs without slowing. Due to the reckless driving of the vehicle, I made the decision the pursuit needed to be terminated. Realizing the only other Trooper near me was busy on an investigation, I quickly ruled out the possibility of using stop sticks or box in technique. As the vehicle approached the intersection of Ward Street, I observed a sedan traveling north on Ward Street. As the Audi slowed to turn north onto Ward Street I believed the roadway to be clear after the unknown sedan passed northbound. As the Audi turned north, I struck the rear driver's side of the Audi with the front passenger side of my push bar in order to perform a Precision Immobilization Technique. Due to heavy shrubbery and trees on the west corner of Ward Street and E 56th Street, I did not observe a sedan stopped in the southbound lane. After making contact with the Audi, I observed the unknown sedan stopped in the southbound lane on Ward Street. I immediately let my foot off the accelerator pedal, at which time the Audi corrected and passed both northbound and southbound unknown sedans without striking them. The Audi then ran the stop sign and turned west onto 52nd Street. After turning west onto 52nd Street, I observed no traffic on the roadway. I set up on the driver's side of the Audi to again perform a P.I.T. Maneuver. While approaching the rear of the sedan, the Audi braked and swerved. I braked and backed off the Audi to prevent an accident. The Audi quickly braked aggressively again in an attempt to cause a collision. While traveling on 52nd Street, there were several speed humps in the roadway. While traveling over the speed hump on 52nd Street near its intersection with Ash Street, my patrol car bottomed out on the pavement. Later observations determined that the oil pan was damaged. The Audi continued west on 52nd Street and ran a red traffic signal while turning south onto Waters Avenue. The Audi continued south while reaching approximate speeds of 90 mph. While traveling at an extremely high rate of speed, the Audi passed several vehicles on the wrong side of the roadway and also failed to obey multiple red traffic signals without slowing. The Audi then turned west onto 69th Street. As I approached 69th Street I attempted to brake, but could not make the turn safely. After slowing enough, I performed a u-turn, and turned west onto 69th Street. The Audi then turned north onto Frederick Street. The Audi continued north on Frederick Street while failing to obey several stop signs. The Audi then turned west onto 65th Street and quickly turned north onto Paulsen Street. The Audi again traveling at a high rate of speed, passed vehicles on the wrong side of the roadway, and failed to obey a red traffic signal. The Audi turned east on 56th Street, turned north onto Harmon Street and again turned quickly east onto 54th Street. Due to the Audi failing to obey several stop signs and red traffic signals, I turned east onto 55th Street to parallel the Audi and catch back up safely. I turned north onto Waters Avenue and observed the Audi turning north from 54th Street. I also observed the Audi turn off its headlights and taillights. With no lights activated, the Audi traveled through the intersection of 52nd Street with a red traffic signal active. The Audi turned east onto 51st Street, quickly turned south onto Cedar Street, disregarded several stop signs, and turned east onto 53rd Street. All with no headlights or taillights. The Audi turned southbound on Ash Street, again disregarded several stop signs, and turned west onto 55th Street. The Audi once again failed to obey a red traffic signal, and turned south onto Waters Avenue. While traveling south on Waters Avenue with no headlights or taillights, the Audi began swerving intentionally at vehicles traveling north. The Audi continued south in the northbound lanes at speeds in excess of 100 mph. The Audi then turned east onto Derenne Avenue. The Audi continued to travel on the wrong side of the roadway at high rates of speed. Near the intersection of Sanders street I attempted to position the driver's side of my push bar against the passenger side of the Audi to perform a P.I.T. Maneuver. The Audi braked aggressively causing the left side of my patrol car to side swipe the right side of the Audi. The Audi then turned north onto Ranger Street. After turning north onto Ranger Street, I observed no parked vehicles or approaching vehicles. With speeds increasing, the obvious reckless driving of the suspect, and the knowledge of the longer a pursuit lasts the more dangerous it becomes, I decided to terminate the pursuit. I positioned the passenger side of my patrol car against the driver's side of the Audi to performed a P.I.T. Maneuver. I again observed no vehicles approaching. As my front push bar made contact with the Audi, the driver braked. The Audi rotated counter-clockwise, and due to the Audi braking, slid northbound while facing westbound. After my push bar made contact with the Audi I observed headlights turn south onto Rogers Street from E 67th Street. The Audi continued to rotate counter-clockwise, turning approximately 450 degrees, while continuing to slide northbound. The passenger side of the Audi then struck the front of the approaching sedan. After the Audi came to an uncontrolled rest, I exited my patrol car, and observed the driver fleeing the vehicle eastbound on E 67th Street. Due to the unknown dangerous situation I unholstered my department issued Glock 45 and kept it at a low ready. After contacting the passenger, later identified as Torri Hawes with a date of birth of /2000, I advised her to show me her hands. She complied and stated she did not want to be in the vehicle as she was extremely afraid. I holstered my firearm then assisted her out of the vehicle, and into my patrol car. Savannah units arrived on scene where I gave the description of the driver, a black male with a grey top, and blue jeans. After checking on the occupants of the vehicle that was struck, Savannah Officer Alan Contreras advised he discovered the driver laying in a near by wood line. I took control of the driver and identified him by his South Carolina license as Devonte Hankerson with a date of birth of /98. I placed Mr. Hankerson in the rear of my patrol car. I released Ms. Hawes to EMS personnel to be evaluated. I read Miranda Warning at 2107 hours to which Mr. Hankerson stated he wanted to talk to me. I asked him why he ran to which he stated he got nervous and made a mistake. Behind the driver's seat in the Audi, a book bag was found. Inside the book bag was several baggies of marijuana weighing approximately 58.8 grams, 4 oxycodone pills, a scale, and several personal items including a debit card with Mr. Hankerson's name. In the front pockets of Mr. Hankerson's jeans $2022 in miscellaneous currency was found. In the driver's seat, 2 Iphones were found. Mr. Hankerson stated he smoked marijuana an hour prior. Ms. Hawes stated Mr. Hankerson had been smoking marijuana while traveling on Harry S Truman Expressway. The seat belt on the driver's side was observed to be locked to the b-pillar. Mr. Hankerson stated he would perform evaluations to make sure he was safe to drive. Mr. Hankerson stated he did not hit his head during the accident. I observed his pupils to be of equal size, and his eyes to track equally. No clues of Horizontal Gaze Nystagmus were observed. Mr. Hankerson had a lack of convergence in both eyes. I observed his eyes to be watery. I then instructed Mr. Hankerson on how to perform modified Romberg. Mr. Hankerson estimated the passage of 30 seconds in the span of 22 seconds. I also observed his tongue to have a green tint. I advised Mr. Hankerson he would also be charged with DUI. I read implied consent notice for blood for suspects age 21 or over to which he stated no. Due to my oil pan being damaged, Mr. Hankerson was transferred to Trooper First Class Zachary Parker (899), who then transported him to the hospital. After being cleared at the hospital, Mr. Hankerson was transported to the jail where he was issued citations, a DDS-1205, and released to the jail. All evidence was turned into evidence at Post 42 in locker 1.
Hankerson found with $2,022 in his pocket / a scale / weed / oxycodone pills clear signs of being a drug dealer. Now add all those traffic violations & this guy should be getting some serious jail time. The time stamp on the Officers car is 02/20/21 so this case has been decided long ago by a Judge - I'd really like to know the final outcome.

Audi A3 is an ok ride for lease or a 3 year purrchase , but not high performance in anyone's book. (0-60 mph in 6 seconds ) All Audis are Epensive to maintain & repair, and once it's out of warranty too, like nearly all later model German cars. 20 year old car in good condition is in many ways a better value than most of the plastic computerized crap that is being made now. Far easier to repair, cheaper parts, and less complex.

Audi A3 is an ok ride for lease or a 3 year purrchase , but not high performance in anyone's book. (0-60 mph in 6 seconds ) All Audis are Epensive to maintain & repair, and once it's out of warranty too, like nearly all later model German cars. 20 year old car in good condition is in many ways a better value than most of the plastic computerized crap that is being made now. Far easier to repair, cheaper parts, and less complex.

On older cars you easily could by moving that brake pedal switch far enough back the little plunger wouldn't get pressed in and that is needed because it switched on the brake lights.
There's a number of ways to black out your brake lights. This guy obviously didn't know that.

The insurance of the white Audi if it has any if not the court can order the driver to pay. If that happens the red cars insurance will cover it and go after the driver. The question is would he pay? Probably not.
In all the jurisdictions of which I am aware, if the cruiser (or ambluance or fire truck) was on an real emergency call, and had lights on, the innocent will never get paid anything.
