NEET Exam: Are NIOS students allowed to participate?

Hey brother please i hope you could communicate in English. Well I'm a 2023 PCM passed out student. I took a year drop for Neet. So I'll be appearing for biology exam in nios on March. Please please say me how should i apply for Neet. Because in the draft of Neet they told that they're not permitted to write. Please help baiya.
