If Oh is a 2,4 directing group how comes Br gets substituted to 2,4,6 ? But nitrate doesn’t ?

If just one bromine atom is substituted onto phenol does that produce a white ppt or is it only the 2,4,6-tribromophenol molecule that produces the whit ppt?
