Hi suo might be the strongest character but we haven't seen him fight anyone really strong. His strongest rival did not even reach the Heavenly Kings level. This makes it a problem where to put it. I think he is on the same level as Sakura, Hiragi and Togame.

I have also seen other videos but I think Heavenly Kings level can be compared well with the exception of Suo. The class around Second in command is not much introduced now and can be very emotional for everyone.
