I assume as the album is named 'The Divine Conspiracy' the thirteen moons reference is about the removal of calendars based off lunar cycles. 13 moon cycles of 28 days for one year. This created the appearance that time was seperate from nature. This also suppressed pagan and druidic religions whose beliefs tracked moon cycles.
