Santa Cruz County is always crying "poor" and particularly when it comes to repair of any infrastructure, and especially when it comes to roads. They have a habit of waiting until complete failure before taking action when, in fact, much could be avoided with proper budgeting, prioritizing correctly and being proactive instead of reactive.
