Darren, I think the outer planets do rule signs ,because when I analyze the behavior of these people who born under these signs they definitely displays the characteristics of the planets associated with these signs.

In my whole house chart I’m Pisces rising but Aries shares the 1st house by 50%. So is my 1st house ruler both Jupiter/Neptune for the Pisces and Mars for the Aries?
if your a pisces rising then your ruled by Jupiter traditionally in modern astrology they say neptune some ppl believe both planets but I would look at jupiter first. try changing house calculator settings to whole sign and see how that works for you

Ok I’m confused 🤷🏽♀️. Ima Virgo but how do I found out the rest of this? Like I know I was born rising libra and a Leo moon but it changes right?
your planets dont change zodiac signs,the only thing that changes is how the houses are divided up. If your a Libra rising then your Libra is your first house, Scorpio is your second house sagittarius is the 3rd house and so on...u can go to astrocom click free horoscope then extended chart selection, change your settings, play around with it & choose which house system you prefer.
