Wayne wasn't even considered arguably top five by the time he did 500 Degreez, his third solo record (and as an ALBUM, I still know some people to actually consider THAT one to be his best). Kobe was a manchild. In the league at seventeen and clear from the jump he was special. People realized that about Wayne after he did The Carter. Steph Curry's ascent to greatness is a better comparison when you think about it (even though being a Warrior fan I also knew his potential, though I admittedly didn't expect a HOF career from him either to be honest...)

They both should easily be top 5 on anyone’s list, but get put outside of most people’s top 10 for whatever reason people come up with. (Kobe inefficiency, just like not all of Em’s albums really resonated with people.)
