这东西，说白了。就是舍不得花钱，建设重力坝，然后用钢筋混泥土进行加固。所以现在弄个节约成本的措施，构建了三道防线。每道防线都用土堆坝加碎沙石混合堆积，形成的坝体。日常对抗一些流量不大的水冲击到是抗的住，一些冲击力较大的洪水，就会从土坝里面的缝隙不断冲刷稀释掉变成了泥浆，最后整体垮塌。在古代，防洪措施如果被报造假，直接就被砍了，现在被一群无脑专家和官员弄一些面子工程忽悠老百姓。洪水奔袭，最终受罪的是那些种田的老百姓。辛苦种的田全毁了，虽然提前疏散保了命，房屋和田都毁了，后面的补偿款，捐款啥的，还不知道能不能及时到农民手中。
