Ok have to say this yet again since noone can read but again why post this if that's the case. This siren was NOT scrapped. This siren was FIXED. This siren WORKS as intended. This siren IS still where it's always been located at.
It seems to be low on power, probably low backup battery (assuming it has reason to be on backup). I make this assumption based on the fact that when the chopper loses power, the rotator is suddenly able work at a closer to normal speed.
I noticed that too every time the chopper spins up the Rotator slows down the motor doesn't really seem to sound worn out but underpowered but it could be worn as well given it's in a bad area so it would be neglected as well

I can tell that the issue with this is its underpowered. How I can tell is the fact that when the siren’s sound cuts off A little bit or dips, and at the very beginning in the wind up the siren’s bull horn is rotating around quicker, but when the Siren starts making its noise the Siren’s bull horn slows down.
Again since noone can read anything, siren is FIXED! no worn out chopper no worn out motor. Batteries were almost dead. It's on AC now and should never have to sound like this again.

I think the thing siren was struggling with the rotator. And I think the thing used to put air into the siren to make noise was beginning to rust so maybe that's why it sounds sick or maybe if you look closely you can see the siren tilting to the right a bit
Everything you said was wrong. The siren's AC rectifier wasn't hooked up, so it was running on its DC batteries which were nearly dead. The rotator isn't struggling, it's just not getting much power when the chopper runs. When the chopper shuts off the rotator motor gets a lot more power so it sped up. The siren is not rusty at all and the chopper itself is fine. The mount is quite loose though, so it does tilt. It doesn't affect the siren's performance, however.
It's funny that the horn spins faster when the siren motor stops running. I'd have guessed that there's a bad connection somewhere causing high resistance.

I miss the sounds of the SD-10's now my town replaced those with 2001-SRN's.
2001s aren't bad. They're actually more reliable than SD-10s since they have backup battery and cannot lose power in a power outage, unlike SD-10s.

It was fixed, AC Rectifier was not wired which made the SRN run on DC power with nearly shot batteries which is why this SRN had trouble starting.
