If the chopper has corrosion causing improper balance could do something similar also if the bolts holding it together loosen causing exaggerated wobble, same thing, like a top loading washing machine with an unbalanced load.
Bearings were my first thought too, though still a possible issue, I would throw more speculation into the stator brushes and winding contacts on the rotor itself as you can hear scratching when the motor stops abruptly.
But how would they stop the rotor so abruptly? The rotor in my siren has enough mass to develop good momentum. Still puzzled at the cause of the sudden stops.
I've worked on enough motors to know that the rotor contactors can become brittle at random and becomes more apparent as they age. Keep in mind that these motors, even while shielded, go through extremes of weather changes and the materials holding the contactors in place can become brittle itself, plus the carbon brushes can become dislodged and grind against the contactors. There really isn't much torque when older sirens start due to a weakening copper/magnetic flux, so anything, even a stick can stop the motor rather quickly. It's why proper motor maintenance and care is crucial, especially in older systems. Fortunately most motors today have (non)lubricated ball bearings instead of a bronze/brass bearing which warps and disintegrates over time. Something to keep in mind when you need to do maint and/or repairs to your own siren.
***** It is the *sudden stopping* of the already turning rotor which puzzles me. Acts as though a brake fully engages and overcomes the momentum. That is not easy. (Hopefully my 2t22A, HOR and ? have ball bearings.)
Older sirens like that you know uses an electromagnetic field for both the stator and rotor, most definitely 3 phase but no surprise if a single phase modification or single phase from the start. simply it could be a loss of magnetism or other electrical issue. it long could be anything electrical or bearings.
Your thinking of the Federal Signal Thunderbolt.... Those have a "Roots Blower" attached to it somewhere, usually on the ground... or they wouldn't have the infamous "Roar" sound to them. The part your talking about would be the part known as the chopper. Its what spins against the stator and when it goes fast enough, that's what generates the sound.
It probably just needs a good cleanout between the chopper and stator. Or maybe the chopper is off balance and is hitting the stator repeatedly. Maybe the chopper just needs that bolt holding the chopper to the motor's axel just needs to be tightened.

Whether you can hear a siren or not really depends on your location when compared to the siren, wall thicknesses and soundproofing of a building, and environmental factors such as wind, rain, or obstacles that block the sound. However, if you're within a 1/2 mile of the unit, I'd say you'll be able to hear it. But, be aware, these are meant to warn those outdoors, and may not be heard inside under some circumstances, so don't let sirens be your ONLY means of receiving a tornado warning. :)
Sound dissipates like anything else. Through walls, ground, and over distance, yes it is possible to not hear it. From thirty feet away though, even a half-broken siren is as audible as a Metallica concert from half a mile away. Yeah, I totally went there.
Sounds like the part that spins to make the sound is loose hitting the side slowing it down it also looks like the motherboard programming dosent have a stopper which would stop it if that happened aka the motor stopping unexpectedly looks like it's scraping the side they should add programming where if an error happened during testing the siren will force stop for no further damages it's probably the base of it that got loose the belt or the motor that is stopping for some reason it's probably pulling to much voltage which the motherboard takes away forcing a stop

If you guys want to know about why this siren is malfunctioning and also what the model name is well here you go This is a SoundMaster 115 it's a mechanical siren made by SoundMaster Inc. The siren is pretty similar to a ACA Superbanshee, the siren had issues when it's being use. The choppers are not weather proof like when it's winter the chopper would freeze making test in the winter impossible. With those issues you can see why you can rarely find SoundMaster sirens due to those issues and SoundMaster Inc barley made any sales of their sirens and then SoundMaster would go out of business. Today you can rarely find SM sirens in a few states who haven't replaced or remove yet
This actually represents the solenoids malfunctioning on most aca sirens with solenoids and the some aca super banshee sirens nearly or completely malfunctioning (either with or without solenoids). Plus ACA probably offered super banshees with solenoids.
