These valves or "solenoids" can reciprocate open and closed to produce an alternating high and low tone similar to an old British police siren. This is usually reserved for fire calls or prison escapes. The 3t22 can also create a "pulse" signal which involves both of the aforementioned valves opening and shutting at the same time to produce a sound similar to a Morse dash. IIRC, the pulse signal warned people to expect Fallout from an atomic attack; Although I could have gotten British and American civil air raid procedures mixed up in that last one. The method to differentiate from the two is to look for small yellow boxes neat the top and bottom of the siren, those are the solenoid motors which indicates a 3t22. (Okay. no more edits, I swear.)

Although the motor could be bent along with he motor shaft, and internals could be damaged too

Ive been under a 2t22 (same as this siren but without solenoids) it really isn't that bad, in fact for me I enjoyed it.
This day in age, if the core of the siren is ok, someone could fabricate new body and horns

Despite the deplorable condition of the 3T22, there is a chance it could be refurbished, but the town will probably just get a new siren.
