Los Angeles Is Spending $4.5 Billion To End Homelessness (HBO)

  • Harvey Franco has lived in a grey tent pitched in downtown Los Angeles for 11 years. Every morning, he wakes up at 5:30 to dismantle it and wait. Around 8:30 a.m., a group of outreach workers from the Los Angeles Homeless Services Authority will arrive, and ask Franco and everyone on the streets in his neighborhood how they can help him. He thinks it’s a crock.
    A little over two years ago, Los Angeles committed $4.5 billion toward ending homelessness - the most money voters anywhere in the country have pledged toward the problem. At the last count, there were more than 52,000 homeless people in the county.

      That was great. Her salary for 1 year could buy a trailor for some one. They hired 90 something people....thats 90 home they could have built! My 2bed house only cost 75k to build. They dont need masions, just affordable housing and a hand up. They dont need shelters, they need permanent homes that they can afford

      Kyle Starkweather it is a bond after all but reallocating money will take too long by the time they have the funds the issue would've exceeded the initial cost. It best to attempt something to fix as much as we can now and reallocate money in the attempt to try to find a solution. If not we'll end up like San Fran or worse Phoenix Arizona

      They still pay taxes on things they buy, if they're working homeless they may still have to pay income tax
      Even homeless people pay taxes. But they probably don't see many benefits

      @@FirstnameLastname-hq5rd cleaning the streets they live on, once a week, is one thing they can see. Thats where the taxes are going and to useless social workers pay checks. I would go off on that lady too.... Her paycheck, and the 96 other outreach workers, is the reason why there are not enough money for permanent housing.

      Most homeless people in LA are from either out of state or town/city. They come here for the social programs that were initially for residents.

      I live 1 hr north of LA. My city and the city's around me are nowhere near how it is in Los Angeles. The problem is just about everybody in the nation moves to Los Angeles thinking of Fame and Fortune, opportunity, or jobs in the movie industry. Unfortunately they only receive good weather. There's simply not enough housing. They need to stop coming to LA. They're only going to end up living in the streets with the rats. It's cheaper to live elsewhere like Texas, Arizona, Nevada or Eufaula Alabama.

      Los Angeles also has limited parking space, already exploited by handicapped registered vehicle and vendors hoarding locations.
      I don't think there's a grand future for the homeless. City wants workers and are filling every space with apartments for working people. The homeless get enough to eat and enough stable weather conditions but they cannot afford to live in this city or to leave it. It's a living limbo that has to be tolerated by residents to a point.

      With a car, a homeless person could carry a portable toilet, garbage bags and kitty litter in their car, line their portable toilet with a garbage bag, do their business in the bag, fill the bag with kitty litter and then throw the bag away into a garbage bin.
      With a car the homeless person could drive to a McDonalds or something & use the toilet there.
      With a bunch of cars parked in a parking spot owned by a charity with a porta-potty set up, the people could go there.
      If they can't sleep in their cars, theres far less that both government officials and the homeless thsmselves can do to control where homeless people poop.
      (Also most cops doing routine patrols will presumably just purposefully overlook homeless people living in cars out of pity and/or sympathy.)

    Cheap/affordable housing is the key, not more shelters. Shelters don't work. A lot of people need rehabilitation to get back into society. Teach them to take care of themselves.

      Shelters do work. My dad worked at a shelter where he helped rehabilitate homeless people. Just building housing isn’t going to fix drug problems or give these people mentorship that they need to succeed in society, especially such an expensive place to live like LA.

      Some people though can't take care of themselves and the idea of guardianship for some homeless people should be discussed. I feel like all sides of this debate need to be heard: the homeless people who need homes, the working poor but I also feel like residents are having their homes devalued and I can see why some of them don't want to take a chance due to faeces, piss on the streets etc.

    It's not just l.a. its California as a whole. Everywhere you go there are homeless camps. You have to travel to different cities and towns through out the state to understand how insane and serious it is.

      San Diego and San Francisco have the problem as well. I used to think it was largely due because of prison realignment from 2012 but Seattle and Portland who are outside of CA are having homeless issues the last few years as well. Its more of a West Coast problem as opposed to just California, I am still unsure of the exact cause.

    A wealthy man offered his 200 acres to homeless people and the state threatened to take his land away. There needs to be an intermediae place where people can live with dignity weather they are climbing the latter or falling down. A community that grows it's own food and builds it's own houses from local resources would fit that bill.

      The whole reason they're living on the streets is because they don't have to work, everything is free. That is, there is government money available which covers basic needs, and whatever money they can come up with is spent on drugs, alcohol and cigarettes.

    People stop moving to LA if you don’t make over 100k you will not find a proper place to live! California is a big state with plenty of land, build affordable homes. California needs to make a priority for people who were born in California to receive affordable housing first

      @uknow who no, hes right, in San Diego alone, housing has become a crisis due to their just not being enough land (mostly on the coastal area) where just to drive to school I see huge amounts of homeless native San Diegans just going to the beach and not having anywhere to live that is affordable, it's sad and I hope my city will try and fix our housing problems.

This feels like no solution problem but we have to try something now allocating money alongside it going forward to increase it's chances of some significant delay in the homeless population

      That's true I had a couple of friends that hat Section 8 apartments they were paying no more than $100 they end up losing it I had a friend no kids who had $17,000 about 7 years ago she has nothing another one $30,000 his dad passed away that's what he left him it's all gone it's the people's fault that they're homeless

      If housing to expensive then move to a cheaper city or state. Alabama has the lowest homelessness in the nation. $500 goes a very long way in the american south. Or go north. Housing in the midwest isn't expensive either.

    I’m from Chicago, I went to LA this past October for vacation and was expecting this gorgeous city like you see in tv and movies... it was so far from what I had imagined. The tents and homeless people all over the city. I couldn’t believe it. No one talks about how many homeless people live in LA. Being from Chicago I always thought we had a problem with homelessness but LA was a wake up call. They have a major problem and need help fixing it clearly

      Is that because you have some of the largest taxes in the country, and the largest amount of regulation when it comes to private business? I mean I live in NYS and I can't wrap my head around your tax rate, and the amount of regulations. You can't even fight wildfires properly because you regulated water usage, but you don't even need to use fresh water for fighting fires, you have a huge ass ocean, but let me guess there are regulations against that too.

      Lol I used to chill out by whiteplains and sarsdale out in Southern NYS it was very clear the further north I went the shitter it got.
      Talk about the regulation as much as you like, but our food safety rider safety is bar none NYC is one of the safest places in the world.
      I can go out how much Better NYC is compared to NYS and the majority of the other states but at this point it would be just adding more salt to the wound.

      You would need to first have Kansas agree to accept these homeless coming from California. That way the kansas politician can work with Kansas employer if they can hire them when they arrive. Otherwise if you send in 100,000 homeless people from California and Kansas only has 50,000 jobs they qualify for your left with 75,000 who are still homeless.

      Ndubuisi "Jkid" Okeh Merriam is a suburb of Kansas City. It's a nice place to raise a family as well. Overland Park, Kansas is another suburb of Kansas City that's among the best places to raise a family in the USA. In fact, the medium age of OP is around the mid-30s.

They come from the East and South of the US to get away from Snowstorms and Floods and homeless people out here in Cali gets lots of help with food and clothes from locals and celebrities and also street artist & I’ve talked to many and they say they make $100+ a day asking for money at freeways exits so I don’t feel sad for these people I’ve helped out many time with money and food.

    If you moved these people into housing it would IMMEDIATELY turn into a slum. These people don't work, they don't have jobs, a HUGE amount of them are struggling with addiction. You would literally move the problem from the street into a slum building and there would be the same exact problem just in a different place.

    Tiny houses are the way forward, wooden built, solar for power, cheap to build, composting toilets, they're mobile so can be built elsewhere and towed.
    All you need is some land to put them on.
    There's a growing number of these being built throughout the world, the sole problem seems to be land where they can be built, in the UK it's hard due to planning regulations etc.

      How did you get those figures? Lol.. your math is way off. It's actually 4 1/2 stacks of 1,000,000,000. That's billion with a B. One stack would be equal to 1,125,000,000 divided by 55,000 would equal a little over 20,454 per person off just one stack. But in total it's a little over 81,818 per homeless individual. Either way it's a whole lot of money for a whole lot of nothing getting done.

    I'm currently homeless and have been for over 7 years. I'm at least lucky enough to be living in my van now that I bought because I was hit by a car that broke both my legs and I was in a wheelchair at the time and still am. There's no services for homeless people that actually get you off the street and housed, you'd think that someone like myself that is in a wheelchair would be a priority along with women with small children and other handicapped but I haven't found that yet. And I've been in and out of the hospital and gotten case workers, am currently working with P.A.T.H and I'm still homeless. Where's all that money going?

    Majority of the homeless are not Angelenos , they are from out of state. They got sent there from other states , someone bought them a one way ticket to Los Angeles via greyhound.

    I'm going to tell a short story. In 2016, there was a homeless veteran, that used to stand at 6th and Flower (DTLA). Tall, muscular, African-American guy. For several months, he saluted the pedestrians with a smile on his face. He had a cup for donations, but he never asked for money. He was always respectful. Some of us would talk to him and he seemed like a smart guy that fell on hard times. He had the incredible ability to maintain a positive attitude and spread positivity. I thought this man could make it, but eventually, the system broke him too.
    Suddenly he disappeared for about two months. Then one day, I noticed him across the street. Mike was now thin, frail, and slouched over. He walked with a limp. He might've been on drugs. He lost his smile. I saw a man drained of hope. I didn't say hello that day, but I wish I did because that was the last time I saw him. If anyone else here is from LA and knows who I'm talking about, please let me know.
    I'm not a bleeding heart for the homeless or anything. I keep my distance like many of us do. But the homeless crisis is frustrating for everyone in LA. Numerous homeless "non-profits" are setup just to make a buck. The government keeps spending billions on projects that fail or don't address the root cause of rampant homelessness. This is an acutal case where the chaos presented in mainstream journalism is a clear portrait of reality.

    Sanitation workers wouldn't have to come if they kept the area they are using a bit cleaner. Harvey seems to know this. Handouts aren't the way to go with this. Providing them some housing to get the process started is decent but then hold them accountable. If this isn't done the housing is going to look like the street does now.
    California needs to more the way of a few more states and have anyone receiving help has to volunteer/work an agreed amount of time.

      If that were how the did it most the homeless would stay homeless. I'm convinced that the majority of homeless are just lazy. I work construction and Everytime we see a homeless person we offer them a days pay and free lunch with the possibility of actually hiring them if they do well. The majority delcine this offer. Out of the 50 we've offered it two only about 10 have accepted and 5 of those 10 are now working full time and have a apartment of their own

The number of recipients dropped through people finding jobs or just refusing to be in the program.The one article I just checked again are touting ~30 million in savings.

      A lot of the problem is that homeless people can't get job because of a lack of housing. If you have a house and a set of clean clothes, you can get a job MUCH easier. It won't work for all of them, but 55,000 is insane. It's worth a try

    I grew up in Los Angeles County and have lived my whole life in Southern California. Los Angeles and California will never resolve this issue. Until California recognizes that more than half the homeless are mentally ill or drug/alcohol addicts. There will be no solution. No matter how much aid they get, the mentally ill or drug/alcohol addicts will not live in some homeless shelter. Nobody or agency wants to be the one or group who forcibly apprehends, diagnosis and treats the homeless mentally ill or drug/alcohol addicts. Cannot take away their “Freedom”, but they are allowed to set up tents anywhere, run naked screaming through the streets and sh*t on the sidewalks.
    So in order to make ourselves feel better, Los Angeles is spending $4.5 billion to end homelessness. The money isn't going anywhere except to the politicians pockets and the contractors who are in bed with the politicians. Yet at the same time Los Angeles is a sanctuary city which has hundreds of illegals coming into the city every week. Does anybody ask where they are living and who is paying to support them? This is the true definition of insanity. For over the last thirty years the city Los Angeles has welcomed the homeless, the illegals and just about any other problem in society. Most of the food banks and ministries have taken care of these people until Los Angeles and California became a sanctuary city/state. Now the flood illegals coming into California along with absolute power the liberal Democrats control of California have made this situation unbearable. Homelessness, disease (like typhus which has not been seen in 100 years) and crime are on the rise. So yes, throw money at it and continue to see the same results. True insanity!

    It is not just an LA problem - as soon as they get this group of homeless into shelters and the help they need MORE will arrive and settle on the streets of LA or San Francisco. It has become a " sanctuary" for the homeless. We need to look at our entire country. However not an excuse to not help LA....lots of tax payer money WASTED - it is a sad shame and will only get worse if we as a nation dont address the entire issue - I dont think Fentanol from China is helping - look at the Japanese " homeless" a completely different story because while they are homeless they are not drug addicted. I am not saying all homeless are drug addict, but it is obvious that a large percent are - fentanol smuggling from china needs to be stopped .

    Once they build these new "section 8" HUDD and TAX CREDIT properties the waiting list is 5-10 years. And once they are up in turn the process to get one is absolutely ridiculous. Undocumented and illegal immigrants without a social can get these apartments faster than a regular homeless American. I use to work in a low income property. People who had true medical emergencies, people with kids, people with mental illnesses who could really use the apartment more than and illegal immigrant or a druggie. If anyone is homeless and reading this do not accept a section 8 voucher. They tell you that it get you ahead of everyone else but it actually limits you to what apartments you can apply to. So just go in apply without the voucher and you can apply to as as many places as you can.

      Macatol TV I agree about the section 8 part. A friend of mine workplace owns apartments and while they let everyone apply, they don’t select a section 8 tenant at the end of the day due to issues with damaged apartments in the past.

    Been in these streets going on six years. 52 and told there's no programs for me other than general assistance, and that is $15 dollars a month ebt. No medical, no shelter, no help

    Man im 22 and homless in seattle im vlogging my experience and ....it sucks bro...time is flying by so fast...feels like my life is just on fast foward...i went from sleeping on the streets to sleeping in my car. Hopefully i wont be homeless by 2020

    Ive met quite a few people on skid row(LA Area) and a huge hand full of them came from out of state. I asked them why California? They told me the weather, the area because everything is walking distance and if their shit gets cleaned up its so easy to get it back, and most importantly it's becoming a lifestyle now. Alot of these people dont want to get clean or get back to work. They just want to kick it all day because thats what they have been used to for so many years. They dont know how to live with responsibility and a lot of them dont care to learn. Here in California we have General Relief which is government assistance allowance, anywhere from 100 to 400$ monthly and another 200 to 300$ in food stamps(EBT) monthly. It's more than enough to survive on the streets when theres no rent or bills to pay.

    I don't agree the way they are "ending homelessness", it should all be spent toward free education, career rehab, very cheap/bare minimum housing, and free healthcare. But at least it's not bailing out fat cats at the top.

    Hawaii’s homeless community is growing too it’s basically worse than LA because there’s not enough land. Hawaii is right there next to LA for pricing of housing / food / traffic.

      C caymer and where are you from exactly? You should really do research or be from the area before you say that lol. Look up Hawaii homeless camps and do research about what type of people actually own homes in Hawaii more and more locals are forced to move out of state due to the cost of living a 3 bedroom house in my old neighborhood cost 980k average. I had to move to Nevada due to the cost of living.

    I just got back from LA and I was amazed by home many homeless people I saw, it looked like 30% of the population was homeless.
