The Xr 400r never came street legal from factory. The green sticker indicates vehicles allowed to operate on public lands all year(not street) You might be able to get it registered if you put a kit on it and it passes inspection at dmv. But in California this will be hard I think
Bro, I don't know how it is in USA, but here in Czech Republic we have fully legal Honda XR 400R(2002). I own one and it is street legal. Here in Europe you can't put kits on dirtbikes to make them street legal. You need factory street legal bike to ride it on street.

I know the feeling I had one same year 2001 was a great year for bikes sold mine regrettably but the parts were getting hard to find Honda needs to bring it back

They make the R and L versions. The L versions were street legal.
