I think Stormlight can be done in live action. The Shattered Plains are based of Canyonland in Utah, so just film most of it there and add in some green screen or Volume when needed. And the Parshendi can be prosthetics, not too hard. And the various creatures can be a mix of CGI, puppetry and animatronics. Would be expensive, but it can work.
