I’ve used the brown tape successfully. It works really well on cardboard tubes. I simply wet the tape in a bowl like you did but then come behind it and dry it with kitchen paper getting rid of the excess water and this has seem to work really well, but I’m in the UK and I’m using The tape available in the UK, which might be different to the tape that you have. I have made successfully sausage dogs using cardboard tubes and I’ve had no problem.
I read through the amazon reviews, and I wasn't the only one who couldn't get the tape to stick very well - do you know what brand you use? And, BTW, we'd love to see those sausage dogs. It is so cool that you are willing to try new things. It is just as cool to see your subscribers trying to help you. I think that if you wanted jagged edges, you could use a pinking shears; that would make a "saw tooth" cut. That tape reminds me of my shipping clerk days. Just go with what you know works and with what you like.

The bear is almost done. I added some paper mache clay fur to him after getting all the pieces taped together, and just put up a video to show how I used a piece of foil to sculpt curved fur lines. You can see it here: ruclips.net/video/nWrk5InHPRM/видео.html
This tape is for watercolour paper fixing because the watercolour paper will expand after soaking with pigments and water, but dry at different times and areas, so this tape will provide a very strong attachment on the edges, make sure the paper is very flat after drying. I use them for many years they are perfect for watercolour, but maybe not for sculpture.😀

You could. It would take even more time, though, but you could try it.

if you put a sponge in the water, then run the tape over the sponge . . . it will work
