Biggest problem IMO will be sourcing Uncommon Rift Keys to get to the hostiles that drop both Trellium-A and D or mine D once you get enough research to make it viable. At Ops 54 I have found using a max Pilum with a speed/loot crew to grind in an Uncommon system is the best way for me to get loot.
Currently mining rates are such that it only makes sense for those in the 60+ range. If you have a ship with a really high tiered mining bonus you might be able to make it work but I have yet to talk to a player that has been able to make this work. @pauls6639 if you assume it will take you 5 mins to get to a mine, you only have 15mins to mine. So you can easily check it by having clicking on a miner while you have a warship flying through a system and clicking that mine then one of the nodes. You will see a mining rate per hour. If you times the hourly rate by 25% you can estimate about how much you can mine in the 15 minutes. There are also faster mines farther in the uncommon, green area, but you will lose time getting there and you would need a much faster mining rate to make up for the extra time to get to the nodes. I think most players just will not be able to make his happen until people are 60 plus.
Efficiency is garbage don't mine, grinding gets you loot as well as chest. My 63 selkie mines a at 300k/hr at 54k mining bonus. Not worth it in relation to grinding

Apex barrier isn't to reduce damage, it's an increase to hull health.
How about where to mine in the MU and what to mine with for ~Ops 40s?

@GrandAdmiralHunter I found this diskhord. I have heard some in early 40s have mined there, but no feedback as to efficiency.

With chest and loot from grinding a, I get about 1.7 million and a 64 here
