Its a additional safety step for somone to not mistakenly send money (called burning ) to dead or empty accounts (as if you mistake even one alphabet in the public key or recievers address, you could send money to an address which might not even exist) --fund-recipient : will take some of your own SOL as a gas fee for creating the account for the reciever, as the reciever does not have an account yet.

If web3 is secure and free from a centralized entity, as you stated, then anyone can share any type of video. However, this raises some questions: - Is there a way for the network to check if videos or content could be harmful for us to watch? - Would it require consensus from the majority (50% or more) to take down a particular video/content/code deemed harmful? - If that is the case, what would happen if 50% or more people decide not to take down that video or content? And are these relevant questions? :p
