This is not a 7 stitch repeat. When knitted flat it's a multiple of 6 stitches plus 1 edge stitch. See video you get when you search for flowers in a row knitting pattern. When knitted in the round (I'm glad you're showing it here), the one edging stitch should be omitted. So cast on a multiple of 6 stitches.
