Maybe I'm missing the part that's a "fiasco" here? A guy got mad, threw a temper tantrum, broke the rules, got penalized (as tends to happen when one breaks the rules), served his penalty, and the race went on as scheduled. Where's the fiasco?
The way I see it is that Busch didn't go on the first restart and Keselowski went since the flag man gave the green flag and restarted the race, but on the second start, Busch went before Keselowski did when they were in the box and Keselowski had control of the start, so Busch got a penalty for going too soon. I don't see how this is a case of NASCAR making up stuff as they go along as much as it is just Busch not properly restarting and violating the rules and making a protest out of it.
From what it looks like is that as usual NASCAR playing favorites and making up the rules to suite NASCAR that's why I don't watch all the time any more say one thing to another

The funniest part is when the announcer says "... and listen to the crowd." WHAT crowd. All I see are EMPTY SEATS, and rightly so -- NASCAR is dead until they finally decide to go back to racing STOCK cars.

That's why we got the Roadrunner, just so the drivers could have that big-ass spoiler. So a "STOCK" car was just that -- one sold to the public, SOME minor alterations were permitted, but the body, engine, drive train, were all STOCK. Today I challenge YOU to tell me ONE ITEM on a NASCAR that is also on a STOCK (production) car.

It was about who had the fastest and best car, bought from the auto dealer and modified. In the mid-80's, the restrictor plates and other restrictions were put on cars, keeping everyone equal. Sort of like putting a 50 pound backpack on Usain Bolt and having him run the 100 yard dash.
Nascar's popularity peaked at a point where the cars were the farthest thing from stock, so no that's not the problem. As for the empty seats, this was a feeder series race. They never get good crowds.

ever since they implemented the restart zone it's always been this rule. The leader controls when to go and if he doesn't go by the second line, the second place car can go. It just isn't seen much because the second place car usually doesn't jump the start and the leader usually doesn't wait till the second line to go

Busch waited a full lap to give the position back, instead of letting him back by immediately after taking the position. Therefore, it's a valid black flag.

He didn't give the spot back immediately. Same thing happened to Jimmie Johnson at Dover in 2013. Kyle waited until he was told he was going to be black flagged until he gave the spot back. That's a big no-no.
