Acetylene tank caught fire at local shop, they dragged it outside, let it burn all day, all safe. Farmer propane tank caught fire, fire men hosed water, it exploded and killed 4 people.

Why acetylen can not be in horizontal position?

To avoid possible leak of the acetone inside.. it might get into the regulator prior use (without you knowing it), and therefore, a possible hazard

Acetylene cylinders cannot be used horizontally, because acetone would flow into the hoses and equipment, causing flame quality issues and possible hazards.
