Hi,
For question 1 there might be some problem. By creating another Lambda function might not solve the problem because throttling occurs when concurrent execution count exceeds concurrent execution limit, it can also affect other lambda functions despite that particular function has not reached its concurrent execution counts. So I think the solution is to request a higher concurrent counts and maybe for each call allocate more memory.

Hello, here the problem is performance issue. So you have to post the request in a sqs queue so that lambda will not wait for inserting data into DB. And then another lambda will read the messages from queue and will insert into DB. You have to choose the best from the options given in the answer.
