I live in USA and Nigeria has a far less cow compared to USA.
In USA there are ranches where cows graze. There are also individuals who plant grasses that cows eat called hays as it is sold to the ranch owners.
Cows are transported in a caged truck/trailer where they slaughtered.

But my brother I swear the other path of Nigeria especially the south East will never sale land or give shops and house to anybody that is not from the particular state or community. I have lived in all 5 state of the east the only place I got a rented apartment is enugu and eboyi state. Aside these two state I swear the remaining 3 state refused to rent their house to me because I am an hausa man. But my grandfather and my father and my other uncles have igbo tenants in their houses, what if I ask them to vacate my family houses they are renting because of my experience in the south East? I wouldn't do that because some of the tenants are living there even before I was born. We have that cordial relationship and understanding. The south East should be accommodative like the way we accommodate them.

If you listened very well you must have heard one Fulani senator said that he represented Kano south and later Kano North, so where is he from exactly? I guess the real or core Northerners have been isolated in representing their own people. Is Fulani people that are representing the North and that is what they want to do in other parts of the country.
Our constitution allows every citizen to move and establish his/her business freely in any part of the country, but not the kind of business that kills or endangers people's lives or means of livelyhood.

This is a simple thing to do. Just pass a law that cattle rearing is considered as private business and should be treated as such. Every cattle rearer has the right to buy a piece of land n do his rearing on that piece of land. Transportation of his produces should be done in such a way so as not to distract or cause harm to any person or property. And if such rearer is found guilty he should face the law. Our state governor should not allow cattle rearer to get land free o. I use cattle rearer because anybody can venture into that business not only the fulanis. Abi una nor like am like dat? The problem is a tort law matter of trespass to land. The herdsmen have no right to trespass land belonging to the farmer and not be in breach amenable in damages.
