UPDATE: We now know that “officer” Kelvin Maurice Gilley is not really an Atlanta Police Officer. He is really an off duty reserve officer from the Chattahoochee Hills Police Department working private security for Buckhead Village. He is walking around in a fake police uniform with blue lights installed in his personal vehicle, which is a crime in Georgia. This man is a danger to the public and needs to be stopped. Feel free to respectfully contact the proper authorities / media outlets to shed some light on this situation and hopefully bring this tyrant impersonator to justice. Contact info in description. Ben, I live north of Atlanta and might be able to share some info. That's what's called the Buckhead village community improvement district or CID. Essentially they form a tax district where they can tax themselves and use that money for internal improvements. A lot of that can go towards streetscapes and things like that. In some ways that's what leads people in districts like that to think that it's private property. Essentially they are chipping and money to do things on the public property. That said it still remains public property owned by the city of Atlanta. As for the officer, Buckhead residents provide their own security and normally it's law enforcement officers. The man that was wearing the police vest is actually a police officer and he does have arrest powers etc. Technically he's working for Buckhead village though. Buckhead really is kind of a unique animal.

I'm an old white guy so it bothers me a lot that blacks spent hundreds of years fighting for their rights and now there are (a number of, not all, but a number of) black cops violating everyone else's rights. There are many auditors that are much MUCH better... ones that are not passive aggressive idiots with inferiority complexes. Long Island Audit and Bay Area Transparency are two.

The camera men were correct. The security and phony cop were wrong. Public sidewalk photography is legal despite the equipment you use, cell phone of digital camera, or video. Your eyes cannot be tresspassed

The reserve officer is very unsettling. I don’t believe he is covered by “ qualified immunity “ because he is not attached to a specific law enforcement agency. He’s actually acting as “ armed” private security. Paid by a private entity and not a governmental entity. I’m pretty sure he’s not covered. 😊
The guy was off duty carrying a gun. He should be fired on the spot.
