Yes. I would argue that Kepler GPUs are shit for DX12, bur GCn (HD 7xxx and R7/R9) are perfectly fine. AMD NimeZ drivers get them onto the latest AMD drivers still if you really need it for some reason.
Plus in this budget, you're selling esports machines to kids who want to play 5 year old games. Even if a new title became really popular now, it'd be optimized to run on old crap (just like Valorant) due to necessity. If you're making bank from micro transactions, you better make sure a potato can run your game.

Buy everything that's cheap right away, all the time. Don't hesitate. Message some older listings (1month+) and haggle them down. You can even argue stuff like "no heatsinks, this doesn't overclock well" "it's low voltage ram, I can't pay x sum for that"
