Small correction and tip for those coming from a programming background, you can use '!=' instead of '' for the 'not equals' operator. I've tested it and as far as I can tell it operates the same.

I think you should write
WHERE [Column] {OPERATOR} {VALUE} {LOGICAL OPERATOR} [Column] {OPERATOR} {VALUE} ...
It's a more general purporse definition.
Moreover in your example you then use comparison operators (= and )...
