Facet cooldowns are still bugged.

It may sound hyperbolic, but Herald feels unplayable to me in PvE cause of this.. bug? I don't understand how it's possible to mess up the skills so much by simply reverting a change.
I can't enjoy it because the skills are not there when they are supposed to be ready. It kills any form of fast gameplay and makes it feel so unclean to use the skills in succession.
The cooldown on Burst of Strength is also somehow LONGER so that it's impossible to queue it without allowing a good amount of time to recharge, so it simply does not match the stated cooldown.
I said this at the time, they fixed it slightly so that it's much less of an issue and it can be put in some backlog and never looked at again.
Core Value took 4 years to fix, so only another 3 years before these are good again right?
