    When you had all the garbage on the screen, it would seem that the VIC registers did initialize, but the screen and color RAM did not. It could be a problem with the lower RAM 0000 through 03FF. If you had the diagnostic cartridge plugged in when you got the red screen, it might be an indication of the exact same fault.

    Haven’t done any repairs on the vic20, but there seems to be problems on the address and\or databus. From what I saw on the schematic and the video, what I was missing was a check of the reset signal. All computers and arcade PCB’s I repair, first check is power clock and reset. Then get a proper data and address bus and see what is needed from there. The 245’s have a direction pin and an enable pin check the inputs to these too, a 245 lets data go from a to b, or from b to a or no connection when disabled.

    That LM323K old power regulator produces too much heat- maybe change it out for a modern (cheap $10USD) PSU5 from EZSBC? That what I'm doing next. neat video here-> ruclips.net/video/w5sTxsx4qgY/видео.html
