Any policy whit minus loyalty is a bad one no mather how small see its nice for ure culture stuff but 90% of the map aint ure culture unless u play empire so its only good for empire dont use it as battania couse minus 3.5 loyalty in each foreign city is horrible also there better things too up loyalty and security i dont have this one and not 1 city has rebelled in my play through i own more then half of calradia
