Hi Ruby. There are multiple things that could cause that scenario. We'd recommend taking a closer look at your audience to see if any contacts are marked as unsubscribed. If this audience is new, we'd recommend looking at your import history to check the results of your import.

I have 148 contacts n can only send to 118. Why?

There is no 'manage audiences'
To clarify, when you click on the “Audience” icon > Audience dashboard > do you see the “Manage Audiece” drop-down on the right?
