Well technically the Russian empire didnt lose ww1, they were forcefully pulled out of it to deal with the revolution, if the country remained stable and the revolution never happened they likely would have won the war as they fixed all of their supply issues by 1916 and and improved many of their tactics in that same year leading to several pretty successful offensives that were only stopped by lack of coordination between southern and northern generals (biggest example bring the Brusilov offensive which captured 1/3rd of the Austrian army in only 8 days! But was stopped by reinforcements coming from the northern front because the northern generals refused to commit to an offensive despite brusilovs orders)
It happens only if russia is losing badly, I've experimented it and it has shown that if germany captures russia's polish territories and the baltics, it will cause the revolution, but if you keep them off from occupying the land, you'll be fine.
