After solving so many similar examples from different sources it's proven that the solution is 16 And finally after using like 5 different scientific calculators and inserting the question just the way u write it on the board the answer is still 16.

A number outside of a bracket is implied multiplication. The answer is 16, case1 not case 2. The use of square brackets in case 2 is the wrong use of square brackets.
The point is: If you replace the obelus with a slash, the denominator would be everything right of the slash: 8 / 2(2+2). In this scenario, the numerator is 8, the denominator is 2 times 4, which is 8. This is (deliberately) a poorly written equation. It is on a standardized test and these are designed to test your knowledge and thought processes. I suspect both 16 and 1 are possible answers, with different weights in the scoring algorithm.
