I think that's called the "governor" or "governing device" and it helps to keep playing speed constant since player pianos were originally powered by foot treadles. I think Nate's are now powered by an air compressor.
Okay, I messed up, it's called an air-motor, and it does indeed create a smoother airflow for maintaining a constant speed, but it works _with_ a governing device. www.player-care.com/pdf/pages1_13.pdf

Is this piano electric or foot-powered?
Both actually. But as shown here, it is running off the electric vacuum pump. I usually use the foot pump (treadle) method when not taping videos.
