I think WR is a position the Steelers have been willing to take rehabilitation projects at, and frankly they're one of the best teams in the league at over he last decade. The issue I think is that Rothlisberger, particularly late career, was a huge part of that, with tons of volume to go around and a lot of coaching on the field. They don't have that luxury right now because of the QB situation, and as others have pointed out, it can be tough to keep modern WRs happy in a low volume offense, but that's frankly the only way the Steeler's can win right now.
