Not really true. They don't want to define it. If they define it then they can be held accountable when people are arrested. If they leave it nebulous then it can mean whatever they want.
People, you are not obliged to open the door to the police or engage with them, unless they suspect you of having committed an indictable offence (that is an offence which would be tried in a crown court by a judge and jury, as opposed to a magistrates court). You do not have to attend a voluntary police interview - the clue is in the word “voluntary”. My strong advice is not to answer the door to them or answer any questions. If you do, you’re making it easy for them.

Whilst anyone can report issues to the Police, no matter how they seem to other people, the outcome rests with the Police. They know the claim but they should not be saying they believe a complainant as there can be malicious, or even drunken, complaints. They should be looking at the matter impartially but also knowing the law and the European convention on human rights, which cover the ability to offend without it being illegal. So the questions are: 1. Do they record who makes a complaint? If so can this be categorised into say, individuals, corporate bodies, political organisations, or whatever? 2. In the context of the law why can't they just tell the complainant there is no action or substance to the complaint? Or that further incidents are required. In the context of tweets they should be able to determine action immediately. 3. If someone is not committing a crime then that should not be noted by putting them on records so they can be picked up in other checks eg by future possible employers is wrong. 4. If the government wants to know what has been reported by type and quantity it doesn't need someone's life to be impacted without due cause IE an actual crime has been committed, taken to court, proved and a sentence given. It then appears in crime statistics. So the present situation seems silly. 5. What is especially silly is keeping the nature of the complaint and what caused it secret. That surely prevents an appeal and how can legal representation be made if it is an invisible complaint. That's like telling someone they are making too much noise but not how. Bizarre. 6. The complainant remains just that and cannot be a victim until a court has heard evidence, passed judgement and issued a sentence. An allegation remains that until so tested. The Police should know that. But if one Force categorised it as one thing and another Force differed then they all need to ascertain what the law actually is, that someone being offended is not a crime and is covered by UK case law and the European Convention on Human Rights.
