I agree completely. But I was also thinking:
Steve was tempted to change for the worse from the outside (to be complacent in a world where to do so was wrong). And Tony was tempted to change for the good from the outside (to stop being complacent in a world where to do so was wrong).
Actually it may seem Steve always makes the "right" decisions simply because he is 'the good guy with no flaws' but people will be lulled into a false sense of security if they think that...

Nope, that is exactly what he was trying to do. Without any understanding that this would end up causing a number of unnecessary deaths among of his comrades because of his physical condition. He has absolutely no self-preservation instinct and this is the worst possible quality for a soldier. And he would have successfully enlisted by forging the documents, unless the doctor noticed him and took with him for super-soldier program.
If he just wanted to be useful he could have applied for a job on a factory- making bullets, trucks, weapons, food, but instead he did everything to get to the front to punish "bullies", bringing death by his own hand. That is nowhere near being a hero, the man has no responsibility, and seems to be not even aware of such thing.

so, in short, not to undermine anyone, but it looks to me (not that I agree or disagree) that Jen needs her characters to have clear flaws to overcome. Not what defines them, but things that can be fixed, improved, changed for the better. And Tony has them in spades. Steve was supposed to be the opposite by default, it's what made him Captain America...
I'd advise familiarizing yourself with flat character development arc idea (like Steve, Goku, but also Indiana Jones or James Bond) where a flat character, so by definition a fully developed character that does not change nor needs to change, is thrown into a various set of circumstances and events to react to and impact other characters, rather than develop their own. Hence since this movie every Captain America movie had more developing characters, to play off of Steve and use his unwavering character in full.
I'm not saying Steve has zero flaws to explore and fix, he has his fair share of issues to deal with, but they do not impact his own character in any way. And you can see that in Winter Soldier, Age of Ultron, Civil War and Endgame a lot...
TL;DR - in my opinion Jen likes round characters more than flat ones because she cares more about personal character development than anything else. Hence Steve is not as valuable of a character in her eyes (so far) as for example Tony or Thor, despite the quality of their personal story and overall plot and elements of their movies...

It was good to see Jen get excited about the Avengers trailer. It bodes well. Captain American is my very favorite hero, hands down. So I'm with you there, Holden. He has been and always will be the heart and soul of the Avengers. It's okay if he doesn't light Jen up, especially here at the beginning of her MCU journey. Remember, this is the first time she's seen him while you, Holden, have what sounds like a long history knowing Cap. I'm willing to bet that as things progress she'll take more of a liking to him. Thanks for a fun time rewatching Captain America!

I love how you 2 break down with the discussion at the end of the movie very engaging TBH. I want to write down my opinion for you 2 that will help with understanding Captain America for better or worse.
    1. Captain America was created in 1941, 20 years before most of the the other Avengers like Iron man & Thor. They are worlds apart socially and what also comics stood for from the 40's golden age(perfect hero's) & 60's silver age(troubled characters).
    2. Captain America was written in the comics to help save America and the world from the crisis & urgency of WW2 more significant than just a person wanting to join the military.
3.the first Captain America movie does the original concept of the perfect hero and leader like the he was meant to be in the 40's during WW2 irl. I enjoy the movie for staying true to that.
    4. A big favorite point keeps being made for years now with fans or character breakdowns is the character arc or character growth. The truth is imo with certain characters I love, like Captain America is it's ok to already be the best person or already set in the right path. People like that do exist and have existed before. Not everyone has waited till there late 30's or need a dramatic crisis to become a good person or have a happier life. If that were the case for every person ever existed the human race will still be in the Iron Age TBH
    5. Now to modernize Captain America and the connection with him joining the Avengers in the MCU & comics during the silver age. The 20+ year gap from 45 and 63 was a drastic change in America than any other 20 year gap in USA history TBH today's modern views primarily started in the 60's. Captain America was "A Man Out of Time" a title of his returning comic book btw. Those 20 years have the equivalency of 70 years like the movie actually is too 1945 to 2011.
I wrote alot more than I thought I would sorry but I actually have more to say without getting into movie spoilers and more American history. Nonetheless with these ideas I wanted to share the actual concept of Captain America golden age(perfect hero) & how I relate to him and what he represents 70 years ago & how that actually made me learn of him and see how he is relatable in today's world and my hero views.

"Steve doesn't have any character development."
It's not his fault that he started out as a good person. If we give credit to flawed people who turn good, why don't we do the same for "good" people who stay good? Characters don't always need development, if their character is already perfect for their story. You'll see in the 2nd and 3rd movies more clearly, that the story is formed around his perfect character; rather than forcing him to change, the story tests his morals instead.

I actually didn’t really like Tony Stark at the beginning but I absolutely loved Captain America. Now after watching all the marvel movies I like Tony and I respect his character, especially how much growth he as at the end. But I’m team Cap. 😊💙✨

    *Video Spoiler*
    *Jen's MCU Reviews/Rankings:*
    - *Iron Man* = Good start to MCU. First 30 mins were 'ugh', good humour, love Stark. *(Not rated)*
    - *Hulk* = CGI sucked. Overall good, predictable, not top quality, wouldn't see again. Loved Stark's cameo. *6.5/10*
    - *Iron Man 2* = Not as good as 1st. Really good, Stark great, CGI amazing. Cheadle good, prefers Howard. Black Widow is meh. *7.5/10*
    - *Thor* = Really enjoyed it a lot, more than first thought. In love with Natalie Portman. Heimdall favourite character. Liked better than Iron Man? *(Not rated)*
    - *Captain America: TFA* = Cap didn't really do it for her. Liked Peggy, liked Cap's character in general. Red Skull entertaining. Felt flat. No character growth for Cap. *6.5/10*
    *Order:*
Thor, Iron Man, Iron Man 2, Captain America, Hulk
