    1 1/2 cups All purpose flour
    1 tsp Baking soda
    1/2 tsp Baking powder
    1/2 tsp Salt
    1 cup Cocoa powder
    3/4 cup Evaporated milk
    1/2 tbsp Vinegar
    1cup Brown sugar
    1 cup White sugar
    2 Large eggs
    1 tsp Vanilla
    1/2 cup Canola oil
    1 cup Hot water
    Moist Chocolate Cupcakes Half Recipe
    Ingredients
    3/4 cup All purpose flour
    1/2 tsp Baking soda
    1/4 tsp Baking powder
    1/4 tsp Salt
    1/2 cup Cocoa powder
    6 Tbsp or 3/8cup Evaporated milk
    1 1/2 tsp Vinegar
    1/2 cup Brown sugar
    1/2 cup White sugar
    1 Large eggs
    1/2 tsp Vanilla
    1/4 cup Canola oil
    1/2 cup Hot water
    Bake in a preheated oven at 350 F for 20 to 30 minutes.
    Yield : 24 Cupcakes, 3 oz.
    Preheat your oven for 10 minutes at 350 °F.
