I started suspecting Salazar pretty early on just because of how efficient he was at completing tasks off screen and always showing up at just the right time, but I kept hoping I was wrong just because I liked him and was hoping that he just happened to be an exceptional ally with great timing. In the end I think Salazar agreed with Menendez's goals but still came to like and respect David, Harper and Briggs, leading to him wanting them spared and even surrendering himself to them afterwards. It doesn't seem surprising for someone undercover to develop attachments but still retain their original loyalty and maintain their own values and understandings, Salazar probably viewed them as good men, and possibly even genuine friends, who happened to be in the way of their goal.
That might be true he is also in warzone or in the other cod title

In the mission “Karma” during the elevators scene, Harper questions how much a weekend at Colossus would cost. Salazar says, “More than you make in a year…it’s no wonder Menéndez rallies so much support” when I heard that I thought that was kind of a sus comment to make. Especially since at the beginning of the mission he says “so this is how the 1% lives” which by itself is a normal comment but followed by the Menéndez comment, it starts to get sus.
He made lots of comments showing respect to Menendez one would think it was cause he wasn’t arrogant but guess not
Also later in the mission, he refuses to shoot defalco even though he had a clear shot from the 2nd floor.
He even says don’t underestimate Raul fool in Spanish in the second mission
He grew up in a country where Mendez was very influential. He had Salazar groomed to join the Navy Seals either the same time David Mason and Harper did or he made sure that Salazar would be transferred to Masons team. It was truly a long game Mendez played.

Impressive that Salazar was able to make it as a tier 1 operator when his heart wasn't even into it.

My take is that Salazar is Cordis Die’s double agent the entire time, but the reason he doesn’t want Briggs dead or snitches on Farid is because he has been undercovers for so long he start to feel an affection towards them.
Well, in one of the scenarios in the U.S. Obama Salazar kills Farid
Salazar did tell Menendez about Farid. There are multiple hints in the Mission that tell you he knows

It still sucks that even if you his dead body, you restart to the last checkpoint for friendly fire. 🗿
But that’s the point of the story. Vengeance doesn’t lead to justice, it just leads to more vengeance. Menéndez was consumed by his hatred, and if you let it consume you too, then you end up martyring him and causing Cordis Die to wreak havoc on the world. Salazar likely spends the rest of his life in prison, and we have to let go of our anger and accept that.

Most likely he was follower of Cordis Die all along, because in the end, he claims "we all win"... that's not something about feeling remorse. It is about hoping something that'll never happen.

I mean these guys probably been together since BUDS training and just to see one of your closest friends from SEAL training actually working with the enemy the same guy you've been hanging around almost the entire time you're a operator who Harper probably considers as a brother just suddenly turns on you and David and almost or actually got Briggs killed in the process as well as Chloe and Farid who could also end up getting killed also worth mentioning aiding Menendez in his attack on the Obama makes Salazar one of the sole reasons why hundreds of US Navy personnel and Marines died sooo yeah can't really blame Harper😅😅

Salazar was in league with Menedez from the start but had grown to care for Section, Harper, and Briggs. If Menendez kills Briggs, Salazar gets angry at him. Even if Briggs tries to attack Menendez if the player does nothing, Salazar just knocks him out.
Hudson on the other hand was forced to sabotage Mason and Woods knowing Menendez would kill David otherwise. It's implied when Hudson unexpectedly goes radio silent.
And Hudson was likely doomed to death because Woods would've killed Hudson if David was killed on his watch
Interesting how that mole story plays out in both Alex Mason and David Mason's careers. Interesting story writing there.

Menendez was a good leader and Salazar grew up during his rise of power so it seems that he was under the influence of his leader from the starting

The handcuffs one... I really was that gullible as a kid. I thought that Menendez was just that fast, so I found it funny when David was bewildered. Now that I look back at it, it makes so much sense.
they really did throw a curveball with this story. We thought it was another woods/bowman relationship. Only for Salazar to be a traitor and Harper's death be integral for the good ending.

@mequana that requires you to replay missions to mess with the timeline. Typically, Harper dies so Farid can save Karma from Salazar.
Salazar not even that bad though. I think the betrayal hurt more because you could tell that he kinda cared about he people he was fighting with... well the main characters at least.

He was Nicaraguan like Menendez. That meant he certainly had something to do with Cordis Die even before his betrayal. He could have taken the shot on Menendez at the Disco Party Mission where Karma is taken Hostage. He says there are too many hostages and stuff so he denies Section's orders. Also, who took off Menendez's Handcuffs after Achilles Veil in the Prison?

Salazar likely began to grow fond of Menendez as time progressed. Remember, he's from a poor region himself, and despised the oppulance of the first world. He likely agreed with Menendez that US military capabilities need to be destroyed, although he legit liked David, Harper, or Briggs. He's a foil to Farid.

I don't think Salazar was a double agent the whole time, as he clearly expressed his respect for Menendez throughout the campaign which would be stupid for someone undercover to do. I think he held sympathies towards Menendez and was convinced to betray his team by Menendez during the time David was unconscious in the interrogation room.
As for the other things throughout the campaign, Salazar not shooting DeFalco is understandable given the amount of Defalco's men in the nightclub and killing Defalco to save the hostage defalco had would have put every other hostage at risk.
Menendez knowing Farid was a traitor could be do to the amount of work and intelligence Farid was doing with the CIA, and would probably have been somewhat careless or at least provided enough intel for menendez to know there is a traitor in his inner circle, and probably thought Farid to be the most likely suspect. Also Menendez only confirms that Farid is an agent if he doesnt kill Harper, and wont bother to kill him if he does, which doesnt make sense if menendez knew for certain that Farid was the traitor

He said there were too many hostages. His justification was that if he shot Defalco, the other PMCs would open fire on the civilians.
Of course, Defalco had them open fire anyway after getting Karma, so it was for nothing, but at the moment it made sense.
I knew the defalco one later on was suspicious Salazar Probably had a clear shot but he didn’t bother because he lowkey worked with Menéndez and the one with him uncuffing Menéndez behind sections back how else would that happen lol
You could see some hinting during the colossus level where he has a lot of disdain for the 1%
I think Salazar, despite being undercover grew to care about Section, Harper, Crosby, Briggs and the seals. But felt his mission had to be done.

Let's not forget. Salazar is also a part of seal team 6... Working with jsoc. Same as David Mason. To get into this type of work, you would need at least 5 years experience in a special forces unit... Meaning the Navy seals. I believe before he got into seal team 6. He was working through that time and menendez approached him. That's just my theory

Where is the second theory?
I don’t think alot of people understand how things work in cults and influential groups. For example: the followers of Islam want a better world, and believe that what they’re doing will make it better. Salazar is no different, he’s follower who believes that helping Menendez will bring a better world. He doesn’t want an unnecessary amount of killing.

This campaign is one of my least favorite.
It was really confusing, there is a lot of topics, a lot of characters, at first glance a powerful villain who just seek for revenge, the China part feels out of blue. And the two timelapse makes the story kinda hard to follow.
There was good ideas but it felt like a mix of idea not really well tied up. :/
