And Deku's danger sense does not work with Toga because, as we already know, what she feels for Deku is "love", any action done with those feelings is not considered "danger" for his quirk.
I think what AFO means for Abuse is that Endeavor is that in a way (even if it isn't for Dabi's perspective) Dabi still has to face one of the very reason why he ended up like that. Shoto, for Dabi, is the Golden Child that he had to surpass just so he could get Endeavour's attention. Like someone who would remind him why he ended up who he is today.
