@Reality Bytes The Lushais (Mizo's) are Independent tribes till the British annexed and proclaimed as a part of dominions on the 6th September, 1895. (Vide proclamation-Gazette of India, September, 7, 1895). The concept of absolute state ownership of lands was prevalent in the Lushai Hills during the Chief’s rule. The Mizo Chief regarded himself as the absolute proprietor of all lands within his territorial jurisdiction (Lal ram). The British Army Lushai Expedition of 1871 to 1872 was a punitive incursion under the command of Generals Brownlow and Bourchier. The objectives of the expedition were to rescue British subjects who had been captured by the Lushais in raids including a six-year-old girl called Mary Winchester.
On the 1st April, 1898 the Lushai Hills District was formed and placed under the administration of the Chief Commissioner of Assam
Col. J. Shakespear. The then Superintendent of the Lushai Hills District, formulated the Land settlement policy which envisaged that each chief would get certain area within which his people or subject could move about and cultivate land as they like. In doing so the area under each chief and his people was clearly demarcated. The British Officers left the land revenue system as they found it. The entire area that formed the domain of the chief was known as ‘Ram’. The superintendents of the then Lushai Hills District recognized the right of the chiefs. The whole territory of Lushai Hills district was divided into 16 circles with an officer in charge and one interpreter posted in each circle. The interpreter’s duty was to facilitate smooth relations between a chief and the officer in-charge of the circle. The circle officers were responsible to the superintendent of the District. The Superintendent on behalf of the Government, was empowered to interfere in the demonstration of the chiefs only when they went beyond their respective jurisdictions. Practically, the system of chieftainship was not stable and strong as it was in the Pre-British days in Mizoram.

@@srinivasvyasarao1708 Hello mate, the reason people do not want ILP removed is mainly because of the bad examples that we see. For instance, Tripura has just about 25% of its original tribe now and Assam as around 40% assamese tribe and the fact that they have not turned these areas into Bangalore or like Noida, but instead it has turned into over populated, polluted and corrupted areas... Bangalore flourished because it became the IT hub, the acceptance of other people came after that.. See, if the 'look-east policy' such as connecting India to South East Asia through Mizoram is to be a success, then people would definitely wont mind because big companies or educated and best Indian would come. But as of now, who do we get? the immigrants from Bangladesh? I dont think the people want that as we have seen in Tripura and Assam, plus this way, we can still have this green healthy and environmentally clean state with natural beauty.

Let the north east integrate at its own pace and let us, the rest of the Indians make them feel at home in rest of India. Maintaining unity in diversity is hard work and we will have to indulge in much give and take, but as long as people from all parts of the country are willing to make it work, one day we won't need inner-line permits anymore.

READ BETWEEN THE LINES AND THE REPORT CAN PORTRAY A DIFFERENT STORY.
Mizoram MP didnt say that any Assamese will be killed... He said "If they come into our territory again, we shall kill them all". The MP was talking about the particular incident and refering it to the police forces and not any assamese. Such sensitive statement should be quoted and not twisted and interpreted in ur own terms. I've always been amused with his meticulous style of picking words used in his reports, but this time there seems to be inconsistency may be for some reason or may be not.
And what is this Small State Syndrome about? Bringing up that hypothetical term and associating it with Pakistan, is indirectly pointing to the direction that Mizoram has a Small State Syndrome and is just like pakistan. That's already every reason for people to hate mizoram. Well the knowledge of history and NE seem to be factually accurate but there seem to be a hint of biasness that clevery string together the facts.
PEOPLE HAVE ADMIRED AND BOUGHT PROFOUNDNESS OF THE FACTS. BUT CAN THAT PREVILEDGE BE USED THAT AS A LEVERAGE TO SELL A BIASED STORY?

    1. What was the need for the Assam officials to come to border along with 200 policemen, with arms and fully prepared. Was it a pre planned scenario expected from their side?
    2. How come the officials not even respected the neutral forces and crossed it !!
    3. In the same day in some part of Meghalaya Assam border, that same incident took plaice. Was it an order from the minister to act such violently?

Questions that needs to be answered
    1. Why are national media not allowed inside Mizoram, why are they stopped at Lailapur, Assam?
    2. Is Mizoram not a part of India that Indian media are not allowed to enter?
    3. Are the people of Mizoram so hostile that they shoot people at sight?
    4. Is Mizoram declared a disturbed area? Is AFPSA in force in Mizoram?
    5. Is Mizoram alienated from India that media are not allowed entry?
    6. On which ground and sections of the law that the ‘Freedom of Press’ is suppressed?
    Or is it -
    1. If media are allowed entry they will find out the facts about the July 26 incident?
    2. That the version of the CM of Assam will be proved wrong on many counts?
    3. That the fact will be established the incident took place inside Mizoram and not at the border?
    4. It will be established that it is the Assam side that is at fault and not Mizoram?
    5. It will be proved that the AP made the first shot and Mizoram Police retaliated in defense?
    6. The country will come to know it is the misadventure of Assam government that leads to the death of their jawans?
    Best is -
    1. Let the media allowed entry inside Mizoram.
    2. Let the Freedom of the Press be upheld.
    3. Stop feeding bias message and news to the media in Assam.
    4. Allow the media and the press to listen to the version of Mizoram.
    Why is Assam -
    1. Afraid of the media getting ground reports.
    2. Not allowing media entry into Mizoram.
    3. Playing the bully and authoritarian.
    4. Afraid the media of knowing the truth.

Very informative and I really (almost fully) enjoyed this one. Being a native from my homeland/state, I am inspired to share a few points from my perspective with someone I believe worth sharing with.
First, I would like to use the word indigenous /original inhabitants. Because being an original inhabitants of the land implies to us that the land is our ancestral land (or ancestral motherland) and the land is ours particularly because it has always been ruled and occupied by us right from our fore fathers. This brings us to the second point.
Second, the word 'carved out' is sometimes a little insulting. (eventhough though I know it was un-intentional). Since we consider our ancestral land as a hard earned motherland , a land that was fought and earned by the sweat and blood of our fore fathers. It is insulting when someone talks about it as a slice of cake that was freely given to us. Please note that any original inhabitant in Mizoram, Nagaland, Arunachal, Meghalaya or anywhere else in the world will feel offended if someone describes their ancestral land as a slice of cake given freely to them. This bring us to the third point.
Third point names like Assam or NEFA are names used by outsiders and they are foreign lands to us. For us is was never NEFA or Assam (or Part of it) our ancestral land is always our land. Just as Scotland belongs to the Scots or Wales belongs to the Welsh.(And they were not carved out of England.) Similarlly, Nagaland , Mizoram (Literally Mizo land) belongs to the original inhabitants.
Fourthly, the concept of being an Indian and a native. Just as the American Indians would have felt that America was their Ancestral homeland. (The fact that they lost to the Europeans is irrelevant because for them America will always be their ancestral land). Similarly, for us (or any other original inhabitan, our ancestral land is our motherland. It is like living in a smaller motherland within a larger motherland i.e. India. Just as the Americian Red Indian is no lesser an American Citizen. And a Scottish or a welsh is no lesser a British Citizen. We are as Indian as any other Indian on the mainland and it is rather insulting when someone thinks we are not Indians or tell us to leave India and go our home land.

Mizoram was a colony of British just like India till 1947. Suddenly in 1947 the British gave independence to India and Mizoram which was separated into three parts for divide and rule policy plus administrative convenience by the British continued - present Mizoram with India, Chittagong Hills Tracts with Bangladesh and Chin Hills with Myanmar.

By and large the analysis is quite correct but there are certain mistakes. The question of these states being carved out of Assam. The language somewhat seems to suggest that Assam was magnanimous by giving their land for these states. This is quite wrong. These states already had their own semi governments called District Council's and this approach was also during the British times. I would rather say these states left the Assam state.
Secondly you have missed out the fact that the particular Forest reserve was actually under the then Lushai Hills District Council looked after by Assam Forest Dept as the District Council did not have a forest department. And was never handed back when the Mizoram was formed.

Shekhar sir, I respect you a lot. But this analysis of yours concerning the NE States complexity lacks inclusiveness and conclusiveness, you forgot certain crucial prehistoric/pre British regime issues. For instance, Meghalaya was never ever a State within India, it was totally an independent Kingly nation/country of its own; and I think Mizoram, Nagaland etc too were of the same position like Meghalaya esp. the Khasi/Hynñiewtrep Race/People. It was the White Political Devils from Europe (WPDE) that have doomed us into this chronic malady of being crafted/grafted into Assam and India. Formerly we were a proud Khasi Race but now we have been reduced into a mere Tribal Community of India through the FORCED INSTRUMENT OF ACCESSION etc etc and the Constitution of India. So, in my understanding, the WPDE and the Constitution Framers of India are the Maha Culprits for all the mess of the NE States. Simple as that!
Now, with Hindutva-BJP (Brutal Justice Politics) as GOI and NEDA as BJP's Project for the NE States with HE-MAN-TA Sarma as its (NEDA!) boss, BJP's hypocrisy has come to light. BJP's secret agenda is NOT National Interest, BUT Hindutva-BJP's interest. Now, to worsen our sentiment and bitterness, We Christians are being insulted by the arrogant Hindu bigots as "Rice Beggers" when we were never ever at all believers in Hinduism. Our Doxological Faith is 'God Almighty the Creator of all things' since time immemorial.
However, you understand better than the crafty/cunning Indian Politicians about the many many complex issues of the People of NE Modern India. Keep it up, sir!

1 thing I believe you missed out is that even Assam is not homogenous ethnically. The area where the conflict took place bw Mizo and Assam police , is largely a tribal area on both side. Cachar district in Assam being land of the Dimasas who holds swaths of land as compared to their meager population and Bengalis who now occupies the rest of the lands. Even in Vairengte, in the Mizoram side, the area is populated by Hmar communities of Mizoram who have been driven out of Mizoram by Lushais during the height of Mizo Insurgency and hence their insecurity till today. Significant Hmar migrants from Mizoram can be found in Cachar and Dima Hasao District of Assam today.
It is rumored that Mizoram is trying push Mizo refugees from Myanmar to be pushed into these areas.

Already too much of Land has been granted to other states. Dimapur, the capital of Kachari kingdom with such historical importance in Assam was gifted away. This Assamese generosity has made us hollow today inside out as we just give and give to the point of starvation and extermination.
We are never United for long and get on with our lives, stay pragmatic and have a long history of cultural assimilation. But it's too much now.

Sirji, I became your fans after I used to read your articles while you were in Indian Express. I don't want to miss your weekly WALK THE WALL series and I was an ardent reader of your writings. I also read this episode of yours on Business Standard last sunday, as it always was, it was a great piece again. Thank you so much sir for showing the true facts and reality about this complex issue on your platform. In this day and ages where mis-info and fake news bombarded our life. Where one sided news and bias news engulf our surrounding, a true journalist, a great journalist like you is a gems to us.

Good history and geography lesson by SG about the NE. We never learnt all this in school. . and btw the NE ( the 7 sisters as we often call them) has been long neglected despite its beautiful topography , cultural diversity and so on. The NE was always looked upon as an ‘ appendage’ to the larger part of our nation. People from NE were called ‘ chinkies’ / chinese and so on coz they didnt look like the ‘ regular Indian’ … which is b sad. And mind you - in the recent Olympics they have sent the most number of competing sportsmen.
What BJP is trying in the NE is akin to what Xi-Jing Ping is forcing on China- a homogeneity China and inIndia - in language/ culture/ politics/ policies you name it

It's interesting how the whole story changes when we see that small state theory if we see India by Chinese spectacle

Thank you sir..your perspective on the reality is spot on.. this BJP propoganda will never work..it is evident from history that whenever particular community following a particular belief started agressing another particular community with another particular belief..they make the other community that they agress stronger and more united..However,your comments on Mizoram Mp was a little off,so dear sir, analyse the situation, the reason why that statement was made, and the context of the words used..you will find that Mizoram Mp addresses the Assam Police not the people..
