Because this isn't in reference to the Iraq war, it's from 2 years earlier and 7 months before 9/11. This is in reference to the February 2001 air strikes in Iraq Bush ordered allegedly in "self-defense"
The actual Iraq invasion/War would begin March 20, 2003.
