They don't mention it / kind of ignore the rule in the abridged series, but in the real series Goku can't just teleport wherever he wants. he has to go to an energy signature he knows. He takes cell to king kai's planet since that would cause the minimum amount of damage of all the places he could go. dying doesn't really change anything for King Kai and co except not let them go to the mortal world very easily, which they didn't do anyway. It did unfortunately wreck all of King Kai's stuff and destroy his little planet, which became a running joke / plot point in later episodes and movies
Partial callback to the Broly movie when King Kai said "That man with be the death of me.." Also as made pretty obvious, the Super Saiyan 2 transformation causes the person to become angry and increases the desire to fight.
The part with Goku taking Cell to King Kai's planet is made even funnier because they didn't even change his reason for it. Even canonically, Goku just took Cell to King Kai's planet because he couldn't think of anyplace else to take him. So perhaps the funniest moment in the episode, and it wasn't even an original joke created by TFS. Although they did make it more comedic with the presentation. Since here, Goku asks King Kai what he should do with Cell, whereas in the original anime, he pops in and apologizes that he couldn't think of anywhere else to teleport.
The thing about Gohan becoming arrogant post-transformation is- -Gohan's human half represents Buddhism whereas his Saiyan half represents Darwinism. So, going SSJ2 and tapping into his hidden potential kicks his Saiyan half into overdrive. -Toriyama wrote Gohan as an almost Eastern critique on Superman, as the Japanese view (or used to view) the latter as someone in control of his instincts but NOT his emotions. So, having Gohan get too personal after transformation is a result of that.
Gohan didn’t need a senzu for the first part of the fight, going Super 2 put him on his own level. Of course, it had the side effect of making him a lot more sadistic, though it stands to reason since he transformed out of anger, that’s much of the driving force for him in this fight
Of course Goku's instant transmission needs a person to lock onto to work, so he had to go to King Kai since everyone Else was on earth or too far to lock onto but it is funny to think he just went there because he didn't know what to do with him
To answer your question about Cell during his mini musical number: he's got the same problem that Goku has. As TeamFourStar themselves have put it, "he's fight-o-sexual."

It's impressive to think that Gohan went from not being able to even get normal SS, to SDS (or SS2 xD) in basically a week's time
