Yes but it's still lucky guess and not reaction, cause he could be crouching and pressing the button late or just empty crouch and walk forward. There's just no way to lock down the timing of something that is random and inconsistent. Parrying on wakeup against a meaty or when you are minus and try to steal your turn back is still guessing but the timing is always consistent.

Look at F1 racing. All the cars have sponsors. Only one car wins each race. The sponsors just want their logo seen during the race. It's better if they win but they're not paying for them to win. They're paying for them to wear their logo. So no, they can't get their money back if they lose.

If I was DCQ and this was an online tournament I'd go into the replays to try to get Chris Wong disqualified for those perfect parries.
