ehh not really tbh, shes similar to lissandra, and has a lot of room to beat her when she uses her fear which is like 25 seconds early game, id be more afraid of a ori syndra lissandra.

When she use her base abilities they are dawnbringer, when the passive is stacked the abilities become nightbringer. Nice detail Riot (btw shame that the classic skin looks better)

The low CD's and high dmg early on really makes her thrive even more against assassins early game, but Im guessing her scaling isn't quite on the level of other control mages then?

Her shield should be nerfed. She is like constantly having a support shielding her even she is poking or being poked from far away, maybe like nerfing the base shield and increase for each enemy champion hit and make it decaying in x sec.
