Well, to be fair, Lockdown never had a fair 1v1 fight with Optimus, where neither of them would get distracted / receive help. Lockdown, in particular, had to either shoot Optimus from distance to significantly weaken him, or catch him off guard by jumping on him from his ship, or attack him when he was distracted by Cade. While this undoubtedly showcases his high battle IQ and smart usage of his strengths, I think it also points out that he just couldn't beat Optimus otherwise. Scourge, however, totally and easily overpowered Optimus in a 1v1 fight (not even 1v1, as other autobots were shooting at him). But yes, that version of Optimus was indeed much smaller. Therefore, I don't think that the answer to the Lockdown vs Scourge question is that obvious.
Scourge was able to best Optimus and bumblebee at the same time, plus lockdown could barely beat a human with an alien gun, meanwhile Scourge was able to take down Optimus and Noah with a suit

Based on my thoughts, Lockdown was a solo transformers, he didn't have any transformers to be his allies, yet Galvatron helped him a bit indirectly when he was about to caught Optimus and Tessa. Still, he could deal with Optimus and Cade alone, though Optimus saved Cade and let his guard off so that Lockdown took that chance. Even he could beat Bumblebee. If that wasn't Tessa and Shane helping Optimus, Lockdown would have killed both Cade and Prime. Besides, he has more weaponry than most transformers. His sniper that came from his face was the best. Scourge was Unicron's strongest warrior, and he have Battletrap and Nightbird allying with him. Even so, he could easily beat Prime and killed Bumblebee, yet that because Prime didn't used all his might to fight Scourge. But still, Scourge could leaves a mark and controlled all transformers he marked, like what we saw with Airazor. Also he have such a deadly blaster from his claws at his right arm, it's so deadly that Apelinq died. With Unicron as his master, he could also follow Unicron crossing every multiverse. My conclusion is just one word, draw. They were both so strong, besides I couldn't decide🤣 For me, if they meet and choose to 1v1, they will be draw. I got 3 results, they are both dying but escaped, they killed each other, and they are both still alive but they choose to stop and retreat. What do you guys think? This dude literally doesn't care, he has a task and he'll complete it. If it is more logical to retreat, regroup and attack again - he'll do it. Like when he stopped chasing Optimus after fighting him in the beginning of the movie and then returned for him with his ship and shot him for a distance. Lockdown definitely is not the kind of guy who would stand his ground no matter what and die rather than retreat.

Lockdown stomps Scourge: -Strenght/Power: Lockdown ballparks a stronger Optimus than the one that 3v1 a team that had a Megatron that casually shoulder tackled a Submarine from deep sea to the surface, he also overpowered a Bumblebee that threw with a single arm a fishing boat similar to the one that killed Shatter during a high speed chase, also the Optimus that Lockdown faced shield slammed Grimlock into the air. Any of these strength feats easily surpass anything in the 2 reboot movies. -Speed: Lockdown again employs speed in his combat style vs Scourge's more powerhouse style -Size: Lockdown is around 22 feet tall, Scourge is around Optimus size that is 19'10 so at max maybe 20 feet tall for Scourge -Agility: Lockdown since agility and speed is part of his fighting style while Scourge uses a powerhouse brawler style. -Durability/Endurance: Lockdown took hits from a far more powerful Optimus, but I'll give this to Scourge since he seemed more tanky (even if his opponents half as hard as the ones that Lockdown faced) -IQ/Battle IQ: Lockdown plans, takes advantages of openings/weaknesses and makes uses of tactics, Scourge charges head first trusting only his and his minions power he probably doesn't even know what a tactic is. Lockdown destroys in this category. -Abilities: the only thing that comes to my mind for not putting this next to weapons is Scourge corrupting touch, so he takes this, but that takes a while to take affect and given that he only used it against Airazor, never considered to use it against Optimus or the others shows that it isn't combat viable, even if it was, Lockdown might have something in his ship to stop it after the fight. Now thinking about it Lockdown has his sensors and tactical googles that might end up being far more useful in case the environment allows for them to hide and plays massively in favor of Lockdown's tactical approach, but I'll still give it to Scourge. -Weapons: Lockdown: blaster, arm blade, knives, grenade, missiles, hooks and face sniper. Scourge: Arm Blade and blaster... huh kind of a mismatch here, maybe you want to count the claw and the corrupting touch again, but Lockdown is still stomping this. -Body Weapons: is this because Scourge weapons are built in his body? Because Lockdown's blaster that changes to a blade, hooks and spark extractor seems to transform from his hand, his face sniper is the most body weapon you can find, the missiles are attached to his shoulders, at best you can remove the grenades and the knives, the very best that Scourge can get here is a tie by adding the claw and corrupting touch. - Combat: Lockdown fight with skill, tactics, ambushes and speed using in CQC techniques, Scourge fights with a powerhouse brawler style charging head first and overpowering his opponents. So... yeah Lockdown absolutely destroys Scourge in here, any ranged confrontation is favoring Lockdown, that can use the sniper, missiles, blaster and grenades, vs Scourge's blaster (that seemed more oriented to close combat since it took several shots to bring down Mirage at medium range) and the corrupting touch. Scourge is more built to H2H fights... that is a terrible idea against Lockdown because he is far stronger and his fighting style based on skill, speed, technique, and agility is a natural counter to Scourge's powerhouse style even if Lockdown didn't had the strength advantage, so Scourge is getting demolished here even worse than in the ranged department where he had no chance at all. TLDR: Lockdown outclasses Scourge on most areas even when you give some bonus points to Scourge that he might not even take them at all and even if Lockdown wasn't vastly stronger than Scourge on multiple areas, he is a counter to Scourge fighting style.

By "size" I meant that Lockdown is literally taller and bigger than Scourge. I see you saying otherwise, and as someone who is not a big fan of Transformers I could very well be mistaken, but as far as I know, Lockdown is around 22ft tall, while Optimus in the "Rise of the Beasts" is much smaller compared to himself in Bayverse. So, I'd suggest that he is around 18-20 ft tall, and Scourge is pretty much the same. Again, I don't have a reliable or official source of information on this matter, so if you have one - please share)

Strength can never go to Scourge, Lockdown scales with Optimus, an Optimus stronger than the one that 1v3 Megatron, Starscream and Grindor, the same Megatron that casually shoulder tackled a submarine from deep ocean into the surface. That by itself brings with it the endurance to collide with the submarine and not even flinch, even BayBee in AoE easily threw a fishing boat into a ship of Lockdown's goons with a single arm using his grappling hook, that boat was very similar to the one that killed Shatter, nearly killing KnightBee as well and later on, Lockdown easily overpowered BayBee and went toe to toe with the same Optimus that shield slammed the 84 feet tall Grimlock into the air. The best strength feats for the knightverse are probably from the deleted scenes and even then they don't even compare with Bee's one let alone the heavyweights like Megatron, Optimus or Lockdown.

However, let's be honest, transformers' sizes and their coherence with their respective vehicle modes were always variable and negligible in Transformers movies, often sacrificed for the sake of good action. Lockdown just shouldn't have been a Lamborghini, that's all. The Aventador is roughly the same size as the Camaro, if not smaller, yet Lockdown is obviously bigger than Bumblebee.

Based on my thoughts,
Lockdown was a solo transformers, he didn't have any transformers to be his allies, yet Galvatron helped him a bit indirectly when he was about to caught Optimus and Tessa. Still, he could deal with Optimus and Cade alone, though Optimus saved Cade and let his guard off so that Lockdown took that chance. Even he could beat Bumblebee. If that wasn't Tessa and Shane helping Optimus, Lockdown would have killed both Cade and Prime. Besides, he has more weaponry than most transformers. His sniper that came from his face was the best.
Scourge was Unicron's strongest warrior, and he have Battletrap and Nightbird allying with him. Even so, he could easily beat Prime and killed Bumblebee, yet that because Prime didn't used all his might to fight Scourge. But still, Scourge could leaves a mark and controlled all transformers he marked, like what we saw with Airazor. Also he have such a deadly blaster from his claws at his right arm, it's so deadly that Apelinq died. With Unicron as his master, he could also follow Unicron crossing every multiverse.
My conclusion is just one word, draw.
They were both so strong, besides I couldn't decide🤣
For me, if they meet and choose to 1v1, they will be draw. I got 3 results, they are both dying but escaped, they killed each other, and they are both still alive but they choose to stop and retreat.

This dude literally doesn't care, he has a task and he'll complete it. If it is more logical to retreat, regroup and attack again - he'll do it. Like when he stopped chasing Optimus after fighting him in the beginning of the movie and then returned for him with his ship and shot him for a distance. Lockdown definitely is not the kind of guy who would stand his ground no matter what and die rather than retreat.

-Strenght/Power: Lockdown ballparks a stronger Optimus than the one that 3v1 a team that had a Megatron that casually shoulder tackled a Submarine from deep sea to the surface, he also overpowered a Bumblebee that threw with a single arm a fishing boat similar to the one that killed Shatter during a high speed chase, also the Optimus that Lockdown faced shield slammed Grimlock into the air. Any of these strength feats easily surpass anything in the 2 reboot movies.
-Speed: Lockdown again employs speed in his combat style vs Scourge's more powerhouse style
-Size: Lockdown is around 22 feet tall, Scourge is around Optimus size that is 19'10 so at max maybe 20 feet tall for Scourge
-Agility: Lockdown since agility and speed is part of his fighting style while Scourge uses a powerhouse brawler style.
-Durability/Endurance: Lockdown took hits from a far more powerful Optimus, but I'll give this to Scourge since he seemed more tanky (even if his opponents half as hard as the ones that Lockdown faced)
-IQ/Battle IQ: Lockdown plans, takes advantages of openings/weaknesses and makes uses of tactics, Scourge charges head first trusting only his and his minions power he probably doesn't even know what a tactic is. Lockdown destroys in this category.
-Abilities: the only thing that comes to my mind for not putting this next to weapons is Scourge corrupting touch, so he takes this, but that takes a while to take affect and given that he only used it against Airazor, never considered to use it against Optimus or the others shows that it isn't combat viable, even if it was, Lockdown might have something in his ship to stop it after the fight. Now thinking about it Lockdown has his sensors and tactical googles that might end up being far more useful in case the environment allows for them to hide and plays massively in favor of Lockdown's tactical approach, but I'll still give it to Scourge.
-Weapons: Lockdown: blaster, arm blade, knives, grenade, missiles, hooks and face sniper. Scourge: Arm Blade and blaster... huh kind of a mismatch here, maybe you want to count the claw and the corrupting touch again, but Lockdown is still stomping this.
-Body Weapons: is this because Scourge weapons are built in his body? Because Lockdown's blaster that changes to a blade, hooks and spark extractor seems to transform from his hand, his face sniper is the most body weapon you can find, the missiles are attached to his shoulders, at best you can remove the grenades and the knives, the very best that Scourge can get here is a tie by adding the claw and corrupting touch.
- Combat: Lockdown fight with skill, tactics, ambushes and speed using in CQC techniques, Scourge fights with a powerhouse brawler style charging head first and overpowering his opponents. So... yeah Lockdown absolutely destroys Scourge in here, any ranged confrontation is favoring Lockdown, that can use the sniper, missiles, blaster and grenades, vs Scourge's blaster (that seemed more oriented to close combat since it took several shots to bring down Mirage at medium range) and the corrupting touch. Scourge is more built to H2H fights... that is a terrible idea against Lockdown because he is far stronger and his fighting style based on skill, speed, technique, and agility is a natural counter to Scourge's powerhouse style even if Lockdown didn't had the strength advantage, so Scourge is getting demolished here even worse than in the ranged department where he had no chance at all.
TLDR: Lockdown outclasses Scourge on most areas even when you give some bonus points to Scourge that he might not even take them at all and even if Lockdown wasn't vastly stronger than Scourge on multiple areas, he is a counter to Scourge fighting style.

Though we saw that isn't a factor with Mirage and Bumblebee, who were both smaller than Scourge and one even has the experience of grappling with foes much bigger than him, but then we never saw either really try to make full use of their size against Scourge, so...
By "size" I meant that Lockdown is literally taller and bigger than Scourge. I see you saying otherwise, and as someone who is not a big fan of Transformers I could very well be mistaken, but as far as I know, Lockdown is around 22ft tall, while Optimus in the "Rise of the Beasts" is much smaller compared to himself in Bayverse. So, I'd suggest that he is around 18-20 ft tall, and Scourge is pretty much the same. Again, I don't have a reliable or official source of information on this matter, so if you have one - please share)

Lockdown will easily destroy Scourge without any difficulities. Lockdown already killed Cade Yeager and bunch of other humans while destroying Hong Kong. Optimus never had any chance to defeat Lockdown and only won because he had help and even then they couldn't win without plot armor. Lockdown destroyed the strongest Optimus prime on extreme mode whereas Scourge was on easy mode and still lost to the weakest Optimus

Optimus never defeated Lockdown at all in any fight at all and he never dominated him in his weaker form. the one who was at his weaker form was Lockdown. Optimus in his last fight with Lockdown never had any advantage at all as he was being straight up being bullied by Lockdown who was intentionally nerfed by the writers themselves. what this entirely means, is that Optimus has plot armor against Lockdown just so that he could finish him off. it was already said by the producers that Lockdown was always superior to Optimus in almost every aspect. and Lockdown is only below Sentinel in terms of combat easily, no other transformer besides Sentinel could outskill him at all. Lockdown never took atvantage of Optimus being distracted, he wanted to enslave Optimus in a faster way. He could easily defeat that Optimus because Optimus had no weapons at that time whereas Lockdown could use the same weapons like at the final battle. Lockdown never attacks his opponents from behind when they are distracted. he fights them in a fair fight and destroys them. he was created by the creators who also created Optimus and Optimus was trained by Sentinel, the only one who is more skilled than Sentinel. Scourge on the other hand is very slow, small and dumb, he won't even react to Lockdowns attack because Lockdown blitzed Optimus who at his weaker and slower form reacted to Mgatron flying at mach 3 in the first film. Lockdown absolutely destroys Scourge, picks him up and then tears him in 2 just like D-16 did to Sentinel in the newest Transformers film
