Does playing staccato help to get used to this kind of springy sensation?
And does practicing a scale with staccato articulation generally help to achieve a faster legato?

Well, running needs momentum which only comes when a feet is touching the ground and speeding up the body. In the air with both feet leaving the ground the body slows down. But fingers are extensions of the arms and shoulders. For me they work a bit different.
My experience with fast playing (e.g. Chopin Ballade 4 Coda) is using rotation of the forearm and not the movement of individual fingers -- which just need to be in place. Any kind of wrong stress will slow down. if well done it is it is a rolling effect, fast, much faster than fingers alone could ever move when going up or down the keys. But the full choreography is not explained with a few words and without an accomplished teacher.
Isolated finger movements create huge stress and invite pain -- up to the point of long-term inflamation and inability to play at all (see Lang Lang and others)

This video CERTAINLY does not advocate working the fingers a la Lang Lang! Please study more of these videos to get a better idea of what is being presented - actually something very close to what you describe.

@@PianoSomatics Then that is very good if fingers must not be raised individually as still taught by many teachers. Exceptions are rare.
