The parasytes arrived much earlier in japan than the rest of the world, there's also evidence of this since there's no way other countries didn't share the information if the infestation occurred at the same time
He only learned about them because he had a Parasyte and has fighting experience with them. So at this point he does have a parayste "Migi" it's just Migi is in a deep sleep.
